Full deployment to Mission 2. Putting the molotov cocktail in a mission with a bunch of hostages isn't the best, but the cohesion of the team gets dramatically better when everyone is there.

A new day dawns as the country celebrates the definitive end of a great menace. The Crimson Plague has been stopped and it was the mighty of Zircon City that did it. The news is taken up by the dramatic attack on the docks and the daring break of the cathedral seige. In such a media frenzy, the assault on the town hall and the other small fights don't get nearly as much airplay.

People are, on the whole, impressed by the heroic response. While various Crimson-aligned unpowered people are now adrift in the city, and a sizeable anti-Evolved faction is still present, tensions haven't completely gone away. But a period of relative calm settles in Zircon City.



The Averted Montgomery Explosion, Stopped Crimson Plague Recruitment, Apprehended Hypnobeat, and Destroyed Bill Cleaver's Base fame bonuses have expired.



OPPORTUNITY PHASE

The Watch
1. Brutus is considering astral projecting into prison and taking as many of the villains' powers as he can. Retry catches him meditating in front of an online map with a route to the prison (so his astral self can find the place).

Offer A. Brutus gains 2d4 new powers, and everyone whose powers he steals gains the trait "Nemesis: Brutus", and the motivation "Kill Brutus and his allies"
OR
Offer B. Brutus is disallowed, and faces a cohesion check.

2. After the fight Watchtower are critically low in manpower. Saluki asks if there's anything the Watch might be able to do about that...
Offer A: The Watch gives two team members to Watchtower, and they gain +1 Watchtower crossover.
OR
Offer B: The Watch can't spare the manpower, and takes -2 to their team's Watchtower fame bonus.

3. Void meets with the Odd Squad in the graveyard above the old base. Slugnut has a pair of pistols primed and aimed on the hero, for all the good they'd do. Doctor Hijank is sitting in a camping chair for comfort. On her lap sits Keros, still very small but slightly bigger than when they'd last seen the wax man. There's no sign of Cephala, which is not a good sign. The Odd Squad can at least be assured this isn't a trap, as most of the heroes are attending the huge threats that face the city.

Void explains why he's there. Doctor Hijank had a good thing going in The Watch. Why not return to fold? Or if she must stay with her Squad, why must they stay on the wrong side of the law? There's a big fight coming, they're taking it to the E Corp, who were definitely in league with Bill Cleaver. Cleaver being the reason Hijank's legs don't work.

"I like you," Hijanks says. "I think the Reverend would have like you too. People like us are always on the knife edge. We've got to carve out a space for ourselves. We can't trust the law, they'll be throwing us in camps soon enough and it'll be the corporations that help them. But still... it'd be useful if we didn't have the pigs on our backs..."

She presents Void with a choice. If The Watch can help them fake their deaths, they'll rebrand under new names and appearances and swap sides.

Offer: The Watch gain +2 team infamy ('murdered Odd Squad in cold blood'), and gain a cross-over with a new team "Rust Riot".



DOWNTIME PHASE

Before the next set of phases, starting with Recruitment 11, there will be some downtime both in and out of the game. For each hero you may do one of the following things:

1. Increase base size by 1, decrease income by 2.
2. Increase income by 1 (describe how)
3. Patrol [neighbourhood]
4. Create an asset (give an idea of what you want to make, must have appropriate power set)
5. Experiment with powers
6. Rest, healing all wounds

Every hero in your team doing the same action as a teammate will gain a positive trait with that teammate (max 1 trait per person).

The Watch Opportunity Phase Report
Cohesion check Brutus/Retry: 1+5-1=5.

"I think its clear we're travelling in different directions. My ambitions can no longer develop here..." Brutus says before packing his things.

Brutus gains trait "Lone Wolf", and leaves The Watch. Retry puts out a statement that he's not affiliated with the team in case he does go ahead with his plan. There's no immediate news of him taking any action against the local inmates.

The Spork and LordBomberrel Rest to get rid of the Exhausted Trait. They can play with fireworks or something.
PB and Tin Soldier will patrol Old Town, since we are still being hunted and should probably protect our base.
PB will also patrol Greenbelt and Atomic Heights, since they have the lowest Reputation right now.

Allison's steps echoed through the Watch's base. Things were... quiet. Bantum Boy was away with his mother, Bitter Candy and Lady Lephant had both left with Thomas, and Brutus had dropped the team like he had so many others. And, well. None of the rest of them were terribly inclined to do much celebrating.

Cara had locked herself in her room. Sarah hadn't gone that far, but she'd still isolated herself at the opposite end of the base. Zig just looked generally pissy, and for understandable reasons. She still wasn't sure where the hell David was.

Allison sighed to herself. God, this was just... ugh. Oh, sure, the cathedral mission had gone well, but nothing else had. Fewer people probably died at the Docks than might have, but people still died - and she'd seen how Cara had been when it was just Mistree. Town Hall and Silver Row were just generalized and complete fuckups. And she still didn't know where-

"Hey."

Allison jumped a bit, and turned. "Oh! Oh, uh. Hey." David was hard to read, but... well, he didn't look good. "Mission go bad?"

He snorted. "The mission went pretty much as well as it could. 'Rust Riot' owes us a favor now."

She took a moment to process that. "So they're going to be heroes now? That's great!"

David sighed, now. "Yeah. Great. Except for the other consequences." Allison blinked, frowned, and raised an eyebrow. "Just because they decide to switch sides doesn't mean the laws they broke didn't matter to the authorities anymore. So they needed the crimes to be disconnected from them. And if the crimes can't be removed, then, well..."

Allison stared at him. Then she closed her eyes, leaned against the wall, and pressed her fingers to the bridge of her nose. She felt a headache coming on.
"This is going to be on the news, isn't it. David, what did you do?"

He shuffled his feet. "Well. Their base... still exists. Mostly. More than half. The costumes... less than half. Doc had to sacrifice most of her prototypes."

"You faked their deaths."

"Yes."

"You faked killing them. With your powers."

Allison opened her eyes. David was looking away.
"...it was the right thing to do."

She rubbed her face with both hands.
"This is going to be a shitshow. This is going to be such a shitshow. No," she waved a hand as David started. "Don't- don't justify it to me. You don't need to justify it to me. It- it was the right choice. But... God this is going to suck."



Bitter Candy and Lady Lefant are sent to bolster Watchtower.

Ziggurat is going to rest.

Retry will experiment with her powers. She wasn't strong enough. She's not strong enough. She should have saved them. Why couldn't she save them? Why- why? She needs... she needs more time.
Void will also experiment with his powers, though he's doing a lot of worrying about Cara's mental state in the process. He can shoot supernova blasts, but like his singularities, they're too deadly to use most of the time. He needs a way to modulate the power, keep it from just evaporating people - and, for that matter, he'd like to work on his accuracy. No point in training his ranged option if he can't hit anything with it.

Bantum Boy, Psyla, and Frostara will be working at making money, specifically helping Mari out at her bakery. Frostara can help with keeping all the books in order, Bantum is a pretty enthusiastic roadside advertiser, and Psyla... well, she considers it somewhat below her, but she's competent at handling most of the front-end of the place.

The Watch is once more willing to pay for property damage.

Mentat sits with his eyes closed, quietly humming a tune. It was good to have the team back together, even if it was easy to think otherwise. Nitrox had set up whiteboards around the apartment, to give Camarada a means to communicate. It sometimes took a while to notice, but eventually someone on the team would realise she'd left a message.

It was a lonely existence for her but at least she was home, and with his eyes closed like this he could almost pretend things were back to normal. They weren't though. But he could maybe make it better. If only Hijank was alive, she could've made something to help. Mentat struggled to believe the Watch would just murder like that, especially after seeing how Retry was so obsessed with keeping everyone alive. No, this was definitely Void acting alone...

Whilst the team was holding together, the city was not so pleased. They had almost caused a disaster with the damage they wrought over the last few weeks. A rule change is needed.

Protection Inc changes Ethos regarding Collateral Damage. We will now pay for damages we make.

Mentat, Película, and Camarada will experiment with their powers. Mentat and Película will focus on Camarada though, to help her suppress the Ignore-Me field.

Crackler, Nitrox, and Zirconia will go make some money. There's no doubt a lot of damage across the city, so manipulating electricity to help fix the power grid, getting to difficult to reach places or just ignoring hazards will be useful. Ideally we'd do it for free, but we have bills to pay, so they'll offer to work for any businesses that would like the help.
