Superhero Manager - Season One

Spontaneous Human Evolution has started occurring under high stress situations... these new capabilities manifest as extraordinary powers, often accompanied by increased risk-taking and a desire for conflict...

This is a game of superhero management. Your task is to recruit superheroes and send teams of them out on missions suited to their strengths. In the bustling metropolis of Zircon City, you will compete against other teams of superheroes, lone vigilantes, and supervillains. Who will the greatest superhero team of all be?

New players may join at any time: just fill out a team sheet and a leader sheet.

The game phases after character creation go: Recruitment -> Missions -> Reports -> Opportunities
In Recruitment, each team may attempt to recruit a known hero from the recruitment pool or the rogues' gallery. Over time, more heroes will become known. Your recruitment attempt is likely to succeed, unless ethos, personality, or another player’s recruitment attempt gets in the way. Alternatively, you can fill any number of spots in your team with a Tryout (see below).

When everyone has recruited or passed on recruitment (or the GM has gotten fed up of waiting), Missions begin. Everyone can assign any number of their heroes to missions. There may be more missions possible than teams available. You can send people to missions that other teams have assigned heroes to (any fame or rewards may be shared).

When everyone has passed or assigned all of their heroes, the missions will be concluded and there will be public Reports on the outcomes of the missions, any losses or escapes, fame and other reputation changes, new powers evolved in the course of duty etc. Usually sending more heroes, or heroes with appropriate abilities, on missions will be useful. Teams with poor cohesion are less likely to succeed. Non-Leader heroes may leave teams after missions when they’re unsatisfied.

After the reports, any Opportunities will be listed. These will be choices each superhero team can make (some may be team specific). A typical opportunity would be sending a superhero for secondment to another city for a period in exchange for greater income; or increased base size, but somewhere less conveniently located. Opportunities usually won't reappear if not taken up before the next mission phase.

Then a fresh recruitment pool is made available and recruitment begins again. Heroes who remain unrecruited for too long have a chance of dropping out of herodom in various ways. After [total player count * 10] missions have happened, the game ends and there will be a final reckoning.

Some superheroes are more forthcoming about their powers than others. More information can be revealed after missions. New powers, and deeper uses of existing powers, can evolve under extreme stress. New heroes may enter the recruitment pool each round. This is the starting pool:

Team Cohesion: The heroes who least despise one another and your existing team members will be picked.

Your team can gain Infamy from wicked deeds. Villains all have infamy rather than fame. Team Infamy = [Average team member infamy rounded down]+[team infamy bonuses]. The easiest way to wrack up infamy is to recruit villains. You may substitute team infamy for team fame when recruiting villains.

This is the list of villains that players have faced. You can attempt to recruit villains, but you’re less likely to succeed unless they have an amenable motivation. If your team’s infamy is greater than your team’s fame, your team is consider villainous, and becomes a threat in the game, and can no longer recruit from the main pool, and can no longer partake in missions, and may be the subject of hero missions.

Alter-ego/backstory: Luke was a janitor at the local university before awakening his powers. With no close friends or family, he was considered by most people to be a looser. One day gambling at Big Pig after a night of drinking he was caught in the middle of a super hero battle, which would have certainly killed him if it was not for his powers awakening. With his new found powers he immediately begun amassing wealth and success. Feeling unfulfilled after having success handed to him (and perhaps spurred on by his new found desire for conflict) he decided to go into the super hero business, setting the place he discovered his powers as headquarters out of a sense of nostalgia.

Unfortunately for that eldritch being, the small cat's alien mind and brutal sensibilities allowed her to come out dominant in the ensuing mind-meld. This granted Extra a humanoid body and intelligence with the innocence of an animal. For a time she was content to live by a code of carefree indulgence funded by her human, but one day a superpowered fight broke out and a thrown bar of rebar impaled her human and damaged her beloved nightclub. These events helped Mistress Extra realize that in order to protect her city and its nice luxuries, she should punch and kill villains!

Know that superpowers come from Spontaneous Human Evolution... so cats and aliens probably not involved, though they very well might be a part of the team's fictionalised backstory they use for promotional purposes. Eldritch-themed powers are absolutely fine.

Appearance: A young woman with short, auburn hair and red eyes that lack pupils, instead consisting of a seemingly endless set of concentric rings. While fighting crime, wears a long, dark-green hooded coat over a yellow shirt and black sweatpants, plus a black medical mask covering their lower face and comfortable running shoes. She wields a pair of tonfas.
Alter-ego/backstory: Caroline, like many people with too much curiosity and free time and not enough sense of self-preservation, decided that it would be fun to go explore an abandoned facility to see if she could find anything interesting. For a variety of reasons, this was an enormous mistake, as some facilities are either abandoned for a reason or are less abandoned than they first seem. Now, she’s not exactly talking about any of the specifics of what happened, but it certainly seems that she regrets what she did. Except for the small fact that it doesn’t seem she ever actually did it, and her accounting of what day it is was off by one.

Alter-ego/backstory: Jack Dandy was born Donald Arthur Whisk, but took up a more pleasing stage name at the age of 13. At 15 he landed a breakout role as the spunky sidekick in a cheap but popular science fiction flick, which taught him that not only could he succeed as an actor, he could inspire people while doing it. As he grew older, he transitioned from heroic supporting roles to the main man himself, but he never lost the humility and enthusiasm that made him so popular with audiences. One day during a difficult shoot, a costar was almost crushed by a collapsing prop before Jack was able to leap to his rescue from some thirty feet away. Jack Dandy has been inspiring and entertaining on a bigger stage ever since.

Appearance: An out of shape man in his 30s with male pattern baldness. Wears an overpriced suit with armored lining. What's left of his hair is black, with dark brown eyes.
Alter-ego/backstory: Luke was a janitor at the local university before awakening his powers. With no close friends or family, he was considered by most people to be a loser. One day gambling at Big Pig after a night of drinking he was caught in the middle of a super hero battle, which would have certainly killed him if it was not for his powers awakening. With his new found powers he immediately begun amassing wealth and success. Feeling unfulfilled after having success handed to him (and perhaps spurred on by his new found desire for conflict) he decided to go into the super hero business, setting the place he discovered his powers as headquarters out of a sense of nostalgia.

For a time she was content to live by a code of carefree indulgence funded by her human, but one day a superpowered fight broke out and a thrown bar of rebar impaled her human and damaged her beloved nightclub. These events helped Mistress Extra realize that in order to protect her city and its nice luxuries, she should punch and kill villains!

Alter-ego/backstory: Caroline, like many people with too much curiosity and free time and not enough sense of self-preservation, decided that it would be fun to go explore an abandoned facility to see if she could find anything interesting. For a variety of reasons, this was an enormous mistake, as some facilities are either abandoned for a reason or are less abandoned than they first seem. Now, she’s not exactly talking about any of the specifics of what happened, but it certainly seems that she regrets what she did. Except for the small fact that it doesn’t seem she ever actually did it, and her accounting of what day it is was off by one.
Power: Stable Time Loop: Retry casts herself back into the past, or perhaps she foresees forward... in either case, with concentration and over short periods, from her perspective appears to reset the position of reality from a few seconds to minutes.

As he grew older, he transitioned from heroic supporting roles to the main man himself, but he never lost the humility and enthusiasm that made him so popular with audiences. One day during a difficult shoot, a costar was almost crushed by a collapsing prop before Jack was able to leap to his rescue from some thirty feet away. Jack Dandy has been inspiring and entertaining on a bigger stage ever since.

Eventually they managed to flee with the help of a retired hero who suffered a crippling injury during the escape, putting an end to his career. Afterward Sol lived a normal life filled with love and care, which shaped Sol into the one it is now. Although Sol has just begun, they are well-known due to the caritative actions they undertook when they were a rookie, which garnered quite the mediatic attention due to Sol's exceptional beauty.

Everyone may either seek to recruit one hero from the recruitment pool OR they may hold tryouts to fill all slots. Everyone has 1/2 team slots filled (as the leader counts as a team member), except for Route Horizon and The Watch who have 1/3 slots full.

Reminder: you can't recruit someone with a higher fame than your team's fame.
