Should gun ownership rights belong to the original design, or should revisions create "new guns" with individual rights?

One design, one right - a gun and all its revisions only belong to one person at a time.
Each revision creates a new gun with rights different from the original.

SPOKANE undertakes a large engineering program, including a new design and several revisions to the M20** and M25* Repeaters, the Buzzard, and the Sandman Pro. They also rename various firearms to meet the apparent bird theme they have going on, with the Sandman Pro becoming the Seagull Revolver and the Repeater becoming the Cuckoo Repeater.

In addition, they manufacture three “Valor” pistols and accompanying ammunition and transfer them to Singular Design as per their contract, getting $150 in return.

The rest of the production lines are used to produce Seagull revolvers for the civilian market, sold this turn.

Actually with the money KashKow gave me I can probably manage the bid myself (don't want to pay more than $183 anyway)

Spring, 1929.  Contract Phase.

Litvinov's Pact is signed in Moscow by the Soviet Union, Poland, Estonia, Romania and Latvia, who agree not to use force to settle disputes between themselves.  This is great news for small countries bordering the USSR, and promises peace and safety for all time to come.  Socialas allegedly burns an entire town in Paupertas to the ground, slaughtering the inhabitants and running over the remains with their tanks.  The longest bridge in the world is built in San Francisco.  Wings wins Best Picture in the very first Academy Awards.  Singula reluctantly re-opens negotiations for unification with the UTA.  The first public color TV is held in New York, showing a bouquet of roses and an American Flag.  The Geneva Convention addresses the treatment of POWs and Parvus accuses Imperiosa of summarily executing captured soldiers.  This is done by the Exiled Parvus Government, who just barely managed to escape before Imperiosa troops overran their capitol.

Occassio's government votes on a bill.  It doesn't pass.

Pitch: If you want unusual, I'd even say bizarre, you can't go wrong with the Halflight Harpoon Projector- It is a shoulder-fired break-action rifle with a one-inch bore firing impact-fuse ammunition. I guarantee no one else is making one.

With the new design underway, and the money to spare between the two friends, Tommelson and Dowers begin to add on to their factory. Building a new production line for firearms as well as a new ammo press. Now a bit more hopeful with their new rifle revision and a pistol design ready to go, they begin to send out contracts to all the clients they can find.
