Should gun ownership rights belong to the original design, or should revisions create "new guns" with individual rights?

One design, one right - a gun and all its revisions only belong to one person at a time.
Each revision creates a new gun with rights different from the original.
I have no opinion.

Revision: Cancer Adreptus D
The D revision separates the upper and lower shroud from the rest of the gun's frame, for easier maintenance and cleaning. Both shrouds slide into grooves on the main frame, and are secured there by screws which are visible through space occupied by the magazine. I know screws aren't the most elegant way to disassemble a gun, I just don't want to risk losing any sturdiness, an area in which the Cancer Adreptus already doesn't fair well.

For the rest of my actions, I'm going to prioritize quantity over quality for once.
First, accepting the Ditissimus contract gives me $180, bringing my total cash to $290. Then, I'm going to spend $200 on a new assembly line and ammo press. I'm then going to spend $22 churning out two sets of weapons and ammo for the contract. This leaves me with $68. Then there's the revision (why not I guess?) which leaves me with $53. Since I need $44 just to fulfill my current contract, I'm definitely open to helping others fill out contracts!

GM Note:  I'm not gonna get too fussy about it this turn, but please include more to a revision than "we look over it and fix it."  Making things up is perfectly valid - "it keeps jamming because of a milling mistake in the receiver, so we fix that", or "the gas vent empties out back into the action, resulting in excessive fouling" etc.

Spring, 1922.  Contract Phase.

The White House gets its first radio.  UK relinquishes control over Egypt, which gains nominal independence as it is no longer a protectorate.  The Supreme Court upholds the 19th Amendment, affirming the right of women to vote.   Nosferatu is premièred at the Berlin Zoological Garden in Germany.  Gandhi is arrested and sentenced to prison.  In Moscow, eight priests, two laymen and one woman are sentenced to death for opposition to the Soviet government's confiscation of church property.   The Lincoln Memorial is erected.  The Irish Civil War kicks off.  Frederick Banting successfully tests insulin as a treatment for diabetes in Toronto.

I spend $50 to build am Ammo Press, then $57 to produce 3  shipments of VL M18 A2s ($17pu), and 2 shipments of 7x50mm ammo.

Shipments #2 and #3 of 7x50mm Ammunition are transferred to VLM.

Three shipments of rifles are sold.

Pitch: the VL mg21 A1 is a relatively light machine and should be portable enough for police to easily maneuver the machinegun to flanking positions to better suppress any would be rioters. While not very accurate it's wider spreed just means that the operator is able to suppress a wider area will less effort.
