Should gun ownership rights belong to the original design, or should revisions create "new guns" with individual rights?

One design, one right - a gun and all its revisions only belong to one person at a time.
Each revision creates a new gun with rights different from the original.
I have no opinion.

Korsgaard, upon receiving payment for the contract, will transfer $64 to Exemplar in exchange for a shipment of Buzzards and two shipments of accompanying ammunition. Upon receiving the munitions from Exemplar, they will transfer two shipments of Buzzards and three shipments of 13.5mm Korsgaard to the Mariti Naval Office.

Massgraves Incorporated
Revision: A2 Holocaust
HMG: A1 Holocaust

In order to address the unfriendly image some have acquired of the Holocaust, it is decided to make it more accessible. The internal mechanisms and case surrounding such components are retooled to be easier to access and clean out. Welds are replaced with removable bolted panels, solid chunks are broken down into modular parts, and experiments are run trying to refine how easily the internals handle cleaning.

ACTACTACT
Revision: Cancer Adreptus B. The goal of this revision is to improve feed reliability and prevent jams in general. This will require testing to determine why exactly the jams occur, but likely areas of experimentation include the magazine feed lips and smoothness of the return spring and related moving parts.  ($15)

I will also continue producing the existing Cancer Adreptus and ammo, after all, we can convert it for free right? ($11)

If I do win the contract that's up, I'm going to need a loan to fulfill it.
Quote from: Proposed Loan
If, in Winter 1919, Cancer Felicitus (the Borrower) wins the bid for Imperiosa Infantry Armory #6, the Lender agrees to lend $10 to the Borrower. Upon contract fulfillment or in Spring 1922 (whichever occurs first), the Lender agrees to repay $15 to the borrower. This contract is null and void if the Borrower does not win the Imperiosa contract bid, and no loan will occur.

Borrower: _Cancer Adreptus_

ACTACTACT

Warning, wall of actions inbound.

NOPE LLC
Revision Name: NOPE Smasher M19 (part A)
Revision of: Commie Crusher '18
The NOPE Smasher M19 is, to put simply, a Commie Crusher '18 with the cylinder removed and replaced with one of novel design capable of holding five rounds of 7.65×40mm NOPE "Light Rifle" ammunition contained within a sheet-metal retaining clip(A so-called "Full Moon Clip"). This new cylinder is designed to swing out to the right of the gun and then have all five chambered rounds ejected simultaneously with their retaining clip. Of course, the frame of the weapon is tweaked to match, and the timing is adjusted for the greater travel between shots.

NOPE LLC
Revision Name: NOPE Smasher M19 (part B)
Revision of: Commie Crusher '18
The second part of the NOPE Smasher M19 design is efforts to clean up the firing mechanism of the revolver in general, in part by redesigning it's Double-Action Only firing mechanism into a "Triple Action" mechanism, also known as a standard Double-Action, where the gun may be fired without pulling back the hammer with a heavy trigger pull or the user may pull back the hammer to full cock and have a substantially lighter trigger pull, a feature billed as highly advantageous with the comparatively powerful round the weapon is chambered for and the reduced capacity when compared to the legacy Commie Crusher.

NOPE LLC
Revision Name: NOPE/Sandblaster M19 Repeater(Part A)
Revision of: NOPE M18 Repeater
A simple revision, NOPE LLC's first contribution to the NOPE/Sandblaster M19 Repeater is moving the sights off of flimsy, uncertian components(that incidentally also eases production of said components). To boot, the sights of the M19 are nolonger on the heat shield, nor are they offset. Instead, the forward sight(now with stout protecting wings, of the barleycorn type, and fixed in such a way as to allow unit armorers to adjust them for windage) is affixed to the bayonet mount, while the rear sight is mounted to the tubular receiver to the rear of the ejection port.
As this revision also necessitates a redesign of the heatshield, efforts are made to reduce the weight of the piece without compromising its function.

NOPE LLC
Revision Name: NOPE/Sandblaster M19 Repeater(Part B)
Revision of: NOPE M18 Repeater
The second portion of NOPE LLC's contribution to the NOPE/Sandblaster M19 Repeater is the revision of the design of the sub-assemblies, with the intent to make them simultaneously more reliable, easier to clean(incidentally, the staff assistants behind the move towards armorer-level-only cleaning have been assigned to the maintenance division to preform that work), and oh so very slightly cheaper to manufacture.

NOPE LLC constructs a new ammunition press, which is immediately put to work manufacturing a second unit of 7.92x55mm. NOPE LLC manufactures one unit of Commie Crusher '18 and one unit of 7.92x55mm on existing equipment. NOPE LLC sells two units of Commie Crusher '18s on the civilian market for $14 each. NOPE LLC transfers three units of 7.62x55mm to GERHARDT & SONS.
NOPE LLC also prints a small run of posters making fun of "fools who want their spent brass bothering their comrades and election ports positioned so as to be easily filled with crud and crap", apparently something to do with comments objecting to brass flying straight up out of the weapon, particularly given past grief given to engineers for not having ejection patterns sufficiently vertical.

It has been brought to my attention that it's not explicitly clear who owns gun designs versus their revisions.

My original intent is that the overarching design belongs to one person.  Revisions do not become "new guns" - if you sell the right to a gun design, you lose all the revisions that go with it.  Furthermore, you must own the gun design you'd like to revise.  The point of this was to prevent players from collaborating on building one gun for $100, then splitting it via revision between them.

However, if people prefer, I can make this rule more flexible.  We can say that revisions become entirely new guns, with individual ownerships and rights.  This can be a little tougher to keep track of, but it would make rights transfers more common and commercially viable.

So, I've added a vote to the prompt to get a general feeling for how players want this to be handled.  NOTE: I am the GM and reserve all rights to overrule you peasant however I please, and this vote in no way binds me.

Yup. But I think you need permission to manufacture a gun using .38 rounds in order to make them, so...
Quote from: Massgraves Incorporated Production Contract 1
Massgraves Incorporated is hereby authorized to manufacture the Commie Crusher '18 and its associated .38 round for Winter 1919 only and will be provided $8 by Sandblast Inc. in exchange for one shipment of .38 rounds.

As per the contract between GERHARDT & SONS with NOPE LLC, $36 is transferred from the former company to the latter.

As per the contract between GERHARDT & SONS woth KashKow Industries, the remaining $128 will be transferred from the former company to the latter, totalling $160.

GERHARDT & SONS will then produce one (1) PARVUS PRESERVER '18 for $16 and one (1) 7.92x55mm Ammunition for $3.
