I have verified that my last received turn was 31 which I received 10 hours ago, and sent forward 6.5 hours ago. There hasn't been anything more recent, except for the redo I sent just now, and it sounds like that is unnecessary as you already have done 31.

Q: why can't I play a plea of friendship on a minor any more? It says it's 'not open to diplomacy'. Does it have something to do with being my protectorate?

Someone was complaining about that on the forums. It may be a wild, outrageous bug. Pretty sure you should be able to PoF on any vassal of yours.

Every regime on the map that in theory I should be able to play Plea of Friendship on gives me "not open", including ones I've played it on in the past.

(If anyone is looking for a good reason to give up and concede, let me help you along. I cashed in two Archive stratagems this turn, and got not one but two tier-4 techs from them. So yeah, all y'all are pretty much doomed. Just as soon as I get reliable sources of radioactives and high-tech parts I'll be able to produce so much power - and clean up so many meltdowns when that power's sources go Chernobyl on me - that you backwards savages won't stand a chance!)
