Pretty sure rule 17does apply here. Just replace end with start. Though don't see many methods with which you can remove it quickly enough for it not to start eating into your Hearts..

As the one who made this card this is my interpretation of things too. If it fired at the start of the opponent's turn it'd be rather broken, especially since it'd leave no way for the opponent to respond to and deal with it. It firing at the start of an opponent's turn would also effectively double the amount of attacks it would be doing in a given period of time too sooo.... Yeah no.

A field of artillery cannons appears at the edge of the table, a girl with feline features stands watch. She notices a butterfly, leaps for it, and accidentally sets off one of the canons, the rest following in a devastating chain reaction. The ferryman looks up, and the mist whisks his boat away as explosions coat the field, leveling the massive structure.

"Then, I play an Enkephalin Refinery

From the rubble emerges another refinery. The engine of industry stops for nothing. Dalloc draws again.

"End turn."

"To be fair, yours reduces Maximum Hearts, which permanently reduces the effect of healing cards on top of dealing 4 damage. At least, to any cards that aren't already missing 4 hearts."

(That entirely depends on your interpretation. Because it's not damage, which intrinsically sticks around, it would be fair to say that anything which survives the initial start of turn heart reduction effect takes no lasting damage. Why? Because it doesn't say that "All cards permanently have their max hearts reduced by four" but rather "Reduce the max health of all Face Up cards by four". Naglfar, which has similarly ambiguous wording around how long its effect lasts, only has said effect last a single turn. This means that, as far as I know, the reduction isn't permanent but rather temporary and perhaps even instant.)

(I've no clue. Regardless, once the cards hit the discard pile that reduction goes away, which renders part of it's use useless at the moment. Plus mine doesn't really do anything to cards that have already lost health.)

(To be fair, reducing max hearts probably bypasses any 'this card is immune to direct damage effects' abilities, I'd expect?)

The board is practically a burgeoning, if rather monotonous, industrial district as a third Refinery joins the others. She draws another card. At this point, you can see her screens starting to flicker. It seems even a mechanical poker face can only hold for so long.

"Nothing worth playing. End turn."
