First I play a second Big Friendly Ghost.

Then I play solo star power. Flipping a Big Friendly Ghost facedown for 1 star

(Since the first card with no hearts we play each turn is free, this works right? If it does then I can also do this)
Then I play Summer Star Maiden

This reveals the following three cards, giving me 3 stars, a net gain of 2. And causing me to shuffle my deck

Then I flip Big Friendly Ghost in order to return Summer Star Maiden to my Hand, where I then play it again. Revealing the following three cards.

This gives me 2 stars, resulting in a net star gain of 1 and causing me to shuffle my deck.

As Summer Star Maiden wasn't destroyed but returned, does it get to double dip on the region buffs?

I am also inclined to rule that a card returned to your hand, or deck, would also be reset unless stated otherwise by a card effect. So no.
