First: Form an ethics board. We have a powerful weapon, but possession does not mean we ought to use it. Do Bay12ers have the right, for instance, to aid one side of a territorial conflict?

Second: Some way of knowing who has the suit. If there's no mechanics-way of knowing (ie, the suit lets everyone know), then I'd recommend implementing a strict schedule for use.

Which would require, thirdly, a police force. Losing the suit after 24hrs should be incentive to be fairly good in the time allotted, but only if Bay12 knows who's wearing the suit. We'd need surveillance on all current Bay12 members, or at least implementation of a system where observance is possible in the eyes of would-be transgressors.

Fourthly, some form of judicial and punishment system - perhaps run by the ethics board, though if possible a different and less partial body.


All in all, the proper use of this suit would be a bureaucratic nightmare. It would require, in essence, the formation of a State of Bay12 - presumably, given its relative shortage of resources and manpower, a secret one.
