The rationing and fuel will hopefully tide us over long enough to take the safe route.
Thinking on it more
EKR might be better, depending on if it reduces our environmental supply costs like cramped housing did. Since uh, that's the other crisis hanging over our heads

Yeah I think I am agreeing on GKR, that with the rationing should be enough to get us to some stability, though our morale is probably going to suck.

GLR. I think we should be willing to gamble a bit on risky flight paths to avoid having our morale go down even further, since our construction choices are going to be taken up by the railroad for the following two turns and we won't have any other way to improve morale.
