Convicted dwarf never punished

One my legendary miners was seen stealing an artifact mug from my dining hall.  My instinct was to order every squad I had to dye the hallway with his blood, but I feared a loyalty cascade, so I followed him instead.  I thought that my fortress guard or hammerer or someone would kick his teeth in, but instead he just went back to mining after wandering around for a bit.  Fortunately, I had the presence of mind to check his inventory.  When I realized it was empty, I checked the Artifacts screen and caught a necromancer trying to sneak out my front door with the mug.  He didn't get very far.

I sat down and tried to figure out the justice screen.  I immediately convicted the dwarf, but nothing happened, so I interrogated him.  He confessed and blamed the dead necromancer, which opened up a second case of theft.  I also convicted the dead necromancer because why not.  It's been over a year now, and no punishment has taken place.  I have a hammerer, a fortress guard, and chains marked for justice... what else do I need?

(and yes, I could just stage an accident with magma, but I'd really like to watch this guy get hacked apart by other dwarves)
