Also not quite satisfied with the arcane gunner, might just change it to "any Exo weapon" and give them better armor but an Arcane upkeep cost.
So generally the purpose behind a heavy-weapons individual is to handle some kind of threat that a normal trooper doesn't handle well. There's four common variations, you've got your marksman-type (I know people don't usually think of them as heavy-weapons-users but their
purpose is the same.), your anti-armor type, your anti-group type, and your anti-structure type.
marksman-types are useful to provide the suppressing threat of a sniper as part of a given squad, and also to deal with enemies that are behind cover and can only be pinpoint-targeted. They're the lowest-investment-required version of heavy-weapon in terms of equipment, but the extra training they require tends to make them
actually the most expensive to field overall. They are the most versatile of choices to bring, but also frankly the worst at most jobs. a squad marksman isn't going to have as good of cover as a prepared sniper, and will likely lose a sniping 1v1, they can suppress yes, but not as well as a LMG can. However, they are also the only heavy-weapons type that doesn't have a mobility problem from equipment weight, and do provide the widest variety of options to solve problems.
anti-armor types are where you get your rocket-laucher types, but they also include minelayers, and even just general demolitions and other explosive handlers. They are good against armor, yes, but they're also good at shaping terrain in general. You want a bunker, building, or bridge gone? they're on-hand to just solve the problem.
anti-group types are where you get your LMG types. They have rapid-fire weapons that can keep a large area suppressed simultaniously. They're also actually very useful for dealing with snipers because their continuous fire over the entire area the sniper is operating out of can keep them suppressed while the rest of the squad moves up close to clear them out.
anti-structure types are not actually the same as your anti-armor types. This is where you get assault-type weapons. Grenade launchers to lob a ball of death or even simple smoke through a window or behind other cover, flamethrowers to cook entire rooms at once with streams of liquid flame that splash and spray off walls to fry any corners you might try to lay an ambush in, or even simple SMG or carbines to move fast and handle extremely well in close-quarters, these individuals are well-equipped to clear out the interior of heavy-cover areas WITHOUT just trying to demolish the entire thing outright. They also have a significant ammo advantage over the anti-armor types, being able to carry enough to handle several separate problem areas in sequence instead of only having one or two rocket tubes.
Anyway, the point of all this is: What is the
purpose of the arcane gunner?
