He was simply offered a war from his neighbor Fomoria, and in the good spirit of competition, he went ahead and accepted that there offer. Now that Formorias feeling some buyers remorse why he's gone and tried to paint Niefelheim as some sorta backstabbing deal breaker, but ifin he didn't want war, why'd he make it part of discussion over them there provinces in the first place?

Niefel made a one-sided three province claim, and asked me what I thought of it. I told him I didn't find it agreeable but that I'd accept if he'd let me have a different indie province I found relevant at the time as a potential expansion route, given my existing border agreements elsewhere; I also said if that one province was very important to him, he could claim it, but that then I wanted the three on my island for the chokepoint and fort placement.
Capital circles were never mentioned in our exchanges.
He then acted arrogantly and condescendingly, and said I'd made no counter-offer (yes, I know this makes no sense based on what I just wrote, but he often has that kind of lapse, without any explanation, and I don't know if he is doing it on purpose or has some sort of comprehension issue).
He also said he'd gone out of his way to leave me a path to expand north. Said path was, unknown to him, literally in my capital circle, showing he was lying again, and I had a border treaty with my northern neighbour I implicitly told him I was not breaking.
THEN I told him I knew he had a record of backstabbing and had been lying, and that he should either negotiate earnestly or just declare war, if he think he can make one-sided claims negotiating in bad faith.
I also made sure to emphasize that having an early war with Fomoria McLightningHeat3, would probably cripple him, even if he won, and that between his extremely high DomStr (9+) and his lies, were I to publicize them, he'd probably have neighbours jumping in while he tried to attack me.
