I would not suggest unattuned souls be sent to your furnace however, such would just produce waste products not suited to be SUN-fuel. Beyond which, it also applies to the planet below, and things cannot be sent up that easily by mortals. And determining what counts as reusable. In most cases that would decimate civilization's growth."

As with divine acts, each flavor of essence with at least two present members receives one collective Council act. It can be spent to propose a resolution backed by a majority of the flavor's members or to have all of the flavor's members exit the current Council meeting. Two essence actions can be spent to end a Council meeting early. Three essence actions are theoretically indistinguishable from a normal majority and don't do anything particularly special.

After eons of internal consideration, furthest decides to spend a council act to make the following real proposal:

1) There shall be living things seeded upon the planet, along with such resources as they will require. We shall not concern ourselves with the details. Other proposals may or may not be made to constrain this.
2) Among these living things shall be those which possess souls and intrinsic will. We shall craft them in the shape of dandelions. They will grow in the soil and give worship unto the SUN in exchange for Its sustenance.
3) Dandelions will be required to worship either the SUN generally, or any of Its Champions, singly or in combination.
4) For obscure kabbalistic reasons beyond the ken of most beings, the world shall be referred to as "Mars". The other proposed name will not be forbidden as an acceptable alternative.
