War dogs won't attack, "this animal is waiting for conflict"

I moved my squads to a spot outside my fortress. The soldiers and their assigned dogs ran there. I ordered my squads to attack the Minotaur, which was very close by. The dorfs all ran off and attacked it, but the dogs won't move. When you click on them it says "this animal is waiting for conflict." The dorfs killed the Minotaur right next to all the war dogs, and they just stood there.

Earlier I sent the squads to kill animals in the caverns, and the war dogs joined in that combat.

Why didn't my war dogs attack?

Was a civilian alert active at the time?  If so, was the Minotaur within the civilian alert borrow?

The minotaur was one z-level above the burrow. Next time I'll try stationing my squads further away.

Most probably a civilian alert was active. Happened with me a number of times in the past
