Some potential random reasons:

1. The aliens might be technologically advanced, but they are still fallible: I.e. UAP sightings are us seeing alien teenagers out on a lark

2. The aliens want to be seen and are making contact, but they are making contact with people who keep everything under wraps

3. The aliens view the planet as a backwater and aren’t interested in anything beyond observation
