I'm at peace with goblins

In the world I created in Perfect world, I am at peace with all the neighboring goblins and they are not coming to the invasion for a long time (2 years in-game and 60 populations). Is this a bug?

I'm not sure if being at peace with the goblins is a bug. From what I've read about the civ ethics/relations system it's just that being at war is far more probable. With that said, in vanilla DF the populaton siege trigger is set at 80 citizens, so that's also at play.

IIRC you can to start a war by sending raids.

So the conclusion I'm getting here is that we use QSPs because dwarves can't pilot submarines.

It's not a bug, just unlikely. The war will happen sooner or later and Ulfarr said, you can kickstart it yourself by sending your troops to pillage goblin settlements.

If you are actually at peace I believe that is a bug. There are two possible states for goblins, as far as I understand, and that is WAR and ---, with the latter basically meaning currently not at war, but only because they haven't attacked yet. However, It's quite possible the goblins are occupied by fighting targets closer to home, so waiting for them can take a long time unless you made sure to be the target closer to their main site, ideally embarked in a world tile next to it. Also, they have to have enough warm bodies to be able to attack, and if none of the sites within range has that they won't attack.

AFAIK, there is nothing that would force form war between dwarves or goblins - but the incompatible ethics make war very likely.
Being at nominal peace with the goblins doesn't prevent them from starting hostilities though, I believe this is related to the babysnatcher token.

There are two different forms of conflict in DF: Actual civ relations and hard-coded "faction" behavior.

Civ relations change over time depending on your behavior and are what shows up on the civilizations screen.  You can be at peace, at war, or have no contact with any given civilization.  If you are at peace they will send visitors.  If you are at war they will send invaders.  Civs declare war based on ethics, religious spheres, the personality of their leaders, and whether or not they think they can win.

Hard-coded factions are determined by the BABYSNATCHER and ITEM_THIEF tags.  There are three "factions" in vanilla DF: Normal, babysnatchers, and item thieves.  A modded civ with both babysnatcher AND item thief will belong to a fourth faction.  Civs will automatically be hostile to player forts if the player is of a different faction.

Oddly, the two forms of conflict have almost nothing to do with each other.  You can be at peace with goblins, and they will send visitors as well as babysnatchers and sieges.  Or you can be at war with them.

On the neighbor screen when choosing a location, opposing factions that are not at war will appear as ---.  These may be at "peace" with your civ.

If I'm not mistaken, goblins are actually hard-coded to still send sieges and snatchers even if you are at peace with them. They can, however, also send regular visitors, leading to mild amusement when they attack while a bunch of their civ members just chill in the tavern.

I've never seen any regular visitors from goblin civs. However, performance troupe members can visit (and spy on you) even if they belong to goblin civs, and thus go hostile when their goblin civ attack. Also note that goblins can be members of non goblin civs.

Goblins aren't at peace with dorfs: they're just not currently in active conflict. They may elect to make the conflict active at any time by attacking you.

I don't think it's a bug and also you should be able to have them send you caravans.  I forget how to do that exactly.

I don't think it's a bug and also you should be able to have them send you caravans.  I forget how to do that exactly.
I doubt that it would be possible to get goblin caravans in an unmodded game. I don't believe I've heard of it happening.
The way to get civs not inherently hostile to you to send caravans is to raid one of their settlements to establish contact and then refrain from further hostilities, which hopefully results in them sending a caravan rather than declaring war.
