That seems unusual...  I've eaten similar things with my fingers rather than stay hungry, but I found it gross at the time.  Having to grasp gooey slick pasta with fingers?  No thanks.  Pasta-soups like ramen, on the other hand, definitely don't need a utensil.  Easier with a stick or fork, but one ends up drinking the last bits anyway.

As for Starver's table setting:  Is this a sociology thing?  I just pick up the fork to my right.  If the person to my right reaches left, I tell them to take the fork to their right instead.
It is a bit interesting in how I treat righthandedness as default.  It IS more common, though, and everyone knows that.  I bet that if you put several left-handed people in that situation, without explaining the premise, most of them would reach over their right hands to grab the right fork.

I feel like I'm missing a reference to some famous psychology thought experiment, in which case maybe my unresearched response is interesting.

Like, if you really want to do it by hand and the slickness bothers you either cook them a bit more to dry em out somewhat (bake or microwave or whatever, don't boil), or serve with a generous amount of somethin' like parmesan cheese. Lightly bread the noodles, functionally.

If you're okay with slurping them up, just tilt the bowl/plate appropriately, maybe nudge a bit with fingers (or better, breadsticks or crackers or something) as needed. If it works with ramen it works with spaghetti, you just gotta' adjust things a little.

... the closer to realistic scenario is to just stop being silly and put the bloody forks in the plates instead of sitting on that nasty ass table causing confusion (synch yo' shit up, pastadawg).

That's really cool.  Your original post actually had me thinking lunch with my mom the other day, where I ate fish - a greasy floppy thing- with my fingers because it was breaded. 

But yeah I'd rather just slurp down a delicious noodle-soup~  A single chopstick helps but is not necessary.

Okay, stuff like this is why people both love and hate philosophy so much.

Jokes aside it's a cool problem, albeit with a strange fun metaphor.

Here's a classic that always bothers me:  The problem of two commanders trying to coordinate a simultaneous attack on an enemy force.  They must attack at the same time to win, and if they attack separately they lose.  They can send messengers to each other, but those messengers might be intercepted.  They can send as many messengers as they want and yet they cannot both be certain that the other will join the assault.

A: "Tell commander B to attack at 11."
Messenger goes, delivers the message, that same messenger returns.
"Commander B will attack at 11!"
Commander B does not know whether the messenger returns safely.  So B doesn't know whether A will actually attack or not.

It's a metaphor, or illustration, for the TCP/IP communication we rely on.  All communication really.  TCP/IP protocol involves a lot of acknowledgement compared to UDP which is much more "shouting in a direction".  But no amount of acknowledgement or back-and-forth ever grants perfect certainty.
