The new info manager screen has 2 rows; one for the actual menus, and the second is for "sub-menus":

"Creatures" has the "citizen" tab, pets/livestock, others, and dead/missing, and if you clicked on "Tasks" or any of the other "main" tabs, you'd get a different selection on this row.

However, at first I (and other people on reddit) thought they were just more separately clickable tabs of the same kind/level, as if "Creatures" and "Citizens" were 2 separate tabs you could click on individually (and that the top row had just "wrapped around" to the next line due to space), rather than "Citizens" being a subset of "Creatures". If you were playing on a small screen where the top row really did wrap around, then it would be even more confusing (especially since we'll inevitably get more tabs over time). The main hint that it's a subset was the fact that both were highlighted at the same time.

So the second row could do with looking a bit visually distinct from the topmost one somehow, to make it clearer that this isn't "just another row", but is a subselection of "Creatures", and the same goes for the other tabs submenus. I'm not sure what the best UX way to make this distinction would be, but something should be done.

How about putting a horizontal rule between the two lines?

Maybe the chosen tab could be highlighted with a slightly different color?

Sort of like this:
