Can't select beliefs in retired fortress?

I'm trying to create an adventurer from a fortress I founded and retired, but there are seemingly no options to select any beliefs. I tried reclaiming the fort and setting up temples to specific deities that some of the citizens believe in, and then retired the fort again and tried to create the adventurer, but still no beliefs. Is there a minimum number of followers of a deity/sect required before the option to believe is available for an adventurer? Is there a configuration option to make this 1? Or is it something else?

Edit: I was looking in adventure mode articles and articles about beliefs, and didn't find the answer, but I think I found the answer in https://dwarffortresswiki.org/index.php/DF2014:Temple. It looks like just having a temple zone isn't enough, it has to actually be an official temple requested by petitioners, of which there must be 10 by default. Haven't tried it out yet, since that's some work, but this is probably the answer.

Edit2: Well, I changed these settings:
[PRIESTHOOD_UNIT_COUNTS:1:2]
[TEMPLE_VALUE_LEVELS:2000:2001]

Since I already had a temple worth 2000+, just to check I lowered the temple complex value too. I have more than 2 worshipers of various religions in the test fort. I lowered the guildhall levels too to see if it did anything after initializing the fortress the first time. It does. I have 2 guilds of 2 workers each that popped up. There are no petitions for temples. I tried in adventure mode again to make an adventurer with the established temple complex that has no priest, and it still isn't working (no beliefs). I am keeping the fort going, but still no petitions for the temple or a priesthood. Not sure if I'm still doing something wrong or missing anything.

so from what I notice via dfhackery the adventurer to gain a belief must be told about the deity in question by someone who knows them. which might be a bit hard to pull off given you need to find someone who believes the deity, there also a tidbit I notice where if you get a noble to believe in the religion the entire site starts believing or well if you set up someone with the background from said site you get the option of adding that belief to them. though this happen with like lords and nobles that had more responsibilities than the expedition leader or mayor but this could use more testing.

Interesting, the wiki doesn't (as far as I can tell) explain this. I thought it would have to do with priesthood, but you say it has to do with nobles? As in (sorry if I don't understand since it isn't exactly obvious from anything the game directly explains whatsoever as far as I can tell) on character creation the adventurer automatically knows the nobility at the site, and so whatever religions they know of, they tell the adventurer? Yet, it doesn't count for the "expedition leader"? I gave up on my test world where I had played for a bit and had a couple migrant waves but still no ability to select beliefs on an adventurer when switching modes. I started playing a new world I could consider "real" if things go well for a bit longer, and there is precisely one noble, the baroness, who holds all other useful noble titles too... and doing a quick save to a new folder so I can hop back after since I really don't want to switch to adventure mode just yet... I was indeed able to select all beliefs, not just the one that the baroness worships. There is no priesthood, nor temples or guilds (and I have default settings back on). Very weird mechanic, even by this game's standards to require a noble in the fortress instead of a priesthood to make beliefs... I guess it makes sense though or you'd probably never be able to select beliefs in hillocks (I think). Anyway, thanks for the info!

Wow... nope. I got a bit too excited and wrote a long post... I mistyped in character creation (forgot to hit "Enter" on the site selection screen, just scrolled to it but didn't confirm). I still can't select a belief, in a fortress going on its second year and is a barony. Not sure what's going on here.

It took a long time, since I didn't know any other way, just playing a fortress until they finally asked for a temple and priest. There are 80 dwarves, they have an established temple to a religion, a barony, and a mayor. There is still no option to select beliefs when trying to create an adventurer from this fortress. Is this a bug?
