But in the first place indeed they should have a reasonable chance of winning, otherwise they would not be interested in being conquered.

Does anybody know how to become an elephant man in adventure mode? I literally did all advanced world settings possible to increase chances.

Other way 'round is -5+0+1+1+1-2-2+1+1+2+2+1+2+2+2+2-5+1+1-2-2+1, or 3, which probably changes things.

More directly, though, dwarves have KILL_NEUTRAL set at value 7 (ONLY_IF_SANCTIONED). A value of 7 or greater in this ethic means a civ will not start wars in worldgen (not sure about post-worldgen).

This is also why dwarves won't attack elves or goblins, despite strong ethical variances. Evidently dwarves prefer keeping to themselves and not bothering folks who aren't bothering them.

But if you want to change that, set KILL_NEUTRAL down to a lower value and watch the dwarves run amok through towns, towers and trees.

Dwarves often uphold the alliance pacts rather than declare anything themselves like you point out. Its a shame really because for very large engagements they'll bring their artifact weapons with them, but even so they dont exactly stomp big army event clown forces all of the time but they cause dozens of injuries more than other armies for hundreds of dwarf lives lost per average littering their artifacts lost over the battlefields where they're usually reclaimed later through whatever entity's territory is closest.

If you wanted a modified game premise, you could make a slightly cruder hill-dwarf society fight other world actors and siege yourself for your visual entertainment, without exactly stomping everyone if you aren't in the mood to make your own wars by raiding.
