I have been convinced to switch my vote. The Shockgun, while entertaining, might not be the best action economy, considering we will probably want to design another hero unit next turn, and possibly even the turn after that. A specialised weapon like the Shockgun would leave us inflexible during this period. As such, I am voting for the Hail (now augmented with neurotoxin darts, to make it more interesting).

Mercenary Phase, Turn 1 Results

Proposal: Jennivieve Life and her Bodyguard Platoon
Difficulty: Normal
Result: (6+5)=11, Masterwork

Jennivieve Life was born with a diamond studded platinum spoon in her mouth, and everything about her screams it out. This hasn't made her many friends, but she's never really wanted those anyway. Instead of parties, cars, vacations, and jewelry, her portion of the vast Life family's wealth went to her education.

Jen attended Waldorf School of Garden City before getting degrees in Biology & Biochemistry and Molecular Biology & Genetics at Harvard University. From there she went to work with her family at LifeChem. Jennivieve was always displeased at the thought of attending meetings and presentations about business, and luckily for her she was permitted to pursue her own interests within the company instead. Dr. Life became the most well-known face of the Life family among the scientists and technicians working in and around the labs. A natural curiosity and lack of social graces (or a lack of caring enough to use any she had) led to her poking her nose in just about every project LifeChem had going. Most of the lab workers disliked how she handled working among them, but had to admit that she improved every project she touched thanks to her extensive record keeping and near-perfect ability to recall everything she'd learned.

After her uncle Jasper Life fired the shots that led to Medtronic splitting from LifeChem, Jen doubled down on participation in BOW-related projects. It wasn't long before reports were in the news of BOWs being released that were not produced in her labs, and Jen absolutely had to know what they were and how they worked, but her parents and the rest of the LifeChem Executive Board refused to let Jennivieve use company resources to fund her own suicidal treasure hunts.

So she used her own instead.

Jennivieve used her family's extensive network of contacts to get in touch with a number of PMCs that had been active in the Middle East since Desert Storm back in the early 1990's and, after some transfers of large sums of money from one off-shore bank account to another, Jen found herself with enough veterans on her payroll to keep her safe even in a full-scale outbreak like the original BOW event. The platoon was divided into four teams of eight, with at least one team to be with Jen at all times (once inside an outbreak zone), and trained extensively as individuals, squads, and as a whole. A pair of old warehouses were repurposed for Jen's Guards and used as a barracks, armory, mess hall, and firing range.

Oddly enough, it was at the firing range where Jen began to inadvertently gain a few friends, or at least some respect, even if she failed to realize it. When she wasn't in the labs, Jen was preparing herself for fieldwork in a hostile environment, and figured there was nobody better to learn from than the people she was paying to be in that same environment alongside her. As always, Jen learned quickly, and she learned well, and while she didn't expect to ever need to be in a combat situation alone, she did attain a level of skill necessary to potentially hold her own.

The Hail is our first weapon designed and produced strictly in-house, which was an issue we had to tackle before anything else. Once we got the proper workspaces, the experts to fill them, and the materials to work with, it was a matter of actually producing what we'd set out to.

12 Gauge shotguns are nothing new to the world, but the specific demands placed on the development teams were hefty, sometimes in a very literal sense. The Hail is a 90cm long hybrid pump-action/semi-automatic shotgun with a collapsible stock (that can cut up to 20cm off of the length) and relatively comfortable pistol grip. The weapon comes with a sling and three rails (top, left side, bottom) for whenever we have something to use with them. The Hail also comes with a 20-round double stacked box magazine that, when fully loaded, brings the weight of the weapon to a cool 6.5kg.

The magazines can be filled with a variety of ammunition. We have begun producing the standard slug and buckshot shells as well as flechette rounds. Dragon's Breath rounds are also being produced, albeit at a much slower rate than the rest of the ammo. The one that gave us something of a hard time though was the neurotoxin round.

Neurotoxins typically take somewhat longer than the span of your average firefight to being to take effect, so we had to develop our own. Derived from the Botulinum toxin, our formula leads to flaccid paralysis within minutes, and death by suffocation once paralysis affects the lungs soon afterward. For delivery, we've opted to use dart-like syringe rounds with plastic sabot casings. The needle is sealed with a plastic membrane that breaks open as the needle pushes through flesh, and is barbed to reduce the chance of removal before a sufficient dosage is transferred to the target as the pressurized formula is injected. The process of creating our neurotoxin and it's delivery system means these rounds, although very lethal, are few and far between.

It is now the Deployment Phase.

This is where you are responsible for formulating a plan for unit deployment. As with the Infection Stage, propose plans as a whole and not piecemeal. Plans will require the Units you wish to deploy, the equipment they'll be using, and the location they're headed off to. Additional useful details in the plan (don't hit me with shit like the color of everyone's socks, unless of course there's something like a BOW that hates thigh high socks) allows me to adhere to your preferred tactics and strategies better. You can assign as much equipment as you want to any unit, so long as there are no duplicates in a unit and you have some left in the stockpile.

You should also probably create that whole company logo thing and choose the continent to engage a PR campaign in. It isn't a competition, you just need to have something to put out there to get rewarded. Some people were assuming this would determine where their HQ was at and before that becomes someone asking about attacking the other team directly, it does not. This is simply the nation you're getting friendly with first. That one company what did that first outbreak had labs and shit all over the place and you're following in their footsteps so no centralized bases for you to beat up.

I don't think we have a reason to not use our BRIGANDINEs (putting a suit like that on takes several minutes, which I'd rather not have our troops do potentially in the middle of combat), as such I propose a variant of NUKE's plan.

Tell that to the people running away from a car-sized pig. BRIGANDINE rolled very high, and as such doesn't impair mobility as much as one might expect:
  "The suit is somewhat bulky, but smart tailoring has minimized impact on the wearer's mobility. While the wearer shouldn't expect to win any races, they can jog comfortably."
But a reduction in speed could still matter. And since the pigs aren't likely to shoot at us, and NBC is not a significant concern either, it would be wise to keep our options open.

Oh, I didn't mean they should be taking it off/putting it on mid-combat. Rather, I assume we will be operating from outside the facility, only heading in once we have scouted the situation and determined the optimal strategy. As such, it would be possible to determine whether or not Medtronic is likely to interfere with our operations before entering the combat zone (I'm also assuming that Medtronic wouldn't be so blatant as to attack us in the open, with Chinese authorities watching).
I'll edit my plan to make this clearer.

While we knew what we were going to be facing, seeing the effects the Feral Pestivirus had in an uncontrolled environment was impressive. Jen's getting more familiar with the Bullswine as well, and made sure to grab some blood and tissue samples from specimen in the field when nobody was looking.

Temp names and concepts. To be refined and reworked, this is just a broad outline of some cool ideas that people might want to take shit from.
Deathless: Starting as a simple flu like infection, this BOW quickly escalates. Hosts of the infection are highly resistant to damage, as the infection both grants highly increased regenerative abilities, and the ability to sustain life functions without one or more vital organs for several minutes before expiring. Effectively, as long as they aren't completely mangled someone infected with the Deathless plague will keep getting back up.
Convergence: One of the most complex BOW we've engineered, this plague effects two targets in entirely different ways. In humans it induces extreme agression and overclocks the body to its absolute limits. In rats, the other target, the effects are a lot subtler, merely a compulsion to consume and share the flesh of infected, along with a tendency to bite humans. The plague gets its name from the genetic memory it possesses, each human host contributes their memories and skills to the virus, which saves them within itself, and remains in the tissue of humans sometime after death. The rats act as carriers, ensuring that the genetic memories gathered are spread far and wide, and given back to humans through infectious bites on infected and uninfected targets. The effect of this genetic memory is that each successive host becomes more and more skilled as a combatant, and more and more knowledgeable. (Note Implement some sort of memory pruning mechanism.)

Yep, it's basically a bootleg t-Virus to replace Ad.N.

The idea behind Oppressor is to put him in a place where we'd expect Medtronic to try going for to make life harder for them. And with the expectation that if we head to a region we've planted him in, taking care of Oppressor is as simple as just retrieving him.

Oncovirus Type-C "Hermit"

The Type-C Hermit is designed as a rapid-onset transmission vehicle for a number of cancers.
The first of these cancers, and the slowest, targets the brain. Tumors erupting in the temporal lobe of the course of days inhibit comprehension of social interaction and human language, causing the afflicted individual to withdraw from society. Elsewhere in the brain, targeted tumor growths lead to development of pica, a mental disorder that causes a patient to seek out and consume inedible material.
The second cancer afflicts the stomach lining. Cancerous cells not only replicate faster, leading to a general growth of the stomach inside the patient's chest cavity, but produce gastric acid with greater acidity. This is to aid in the digestion of the various calcium-rich materials--eggshells, stone, sand--the patient has begun to consume.
The final cancer, a skin cancer, is most immediately apparent once it has developed. Calcite, the same material which mollusk shells are made of, begins to accumulate underneath the skin, giving it a textured or ridged appearance. These will continue to grow, anchored into the subcutaneous tissue, before finally erupting from the skin as many bloody shingles which, like scale mail, offer protection from physical harm.
By this point, hunger for actual food will spur the Hermit out into the world, its total lack of social comprehension inciting conflict with the uninfected people it encounters.
