Easy (when you know how to):
- Use a text editor to edit <DF>\raw\objects\entity_default.txt (where "<DF>" is the location DF is installed into.
- Search for "progress_trigger" (in upper case if you're using a case sensitive search). This will get you to a block of PROGRESS_TRIGGER_ tags.
- The main one you want to change is PROGRESS_TRIGGER_POP_SIEGE where you want to change 3 (=80) to 2 (=50) or 1 (1=20) to reduce the population needed to allow unprovoked sieges (necros don't care about these anyway).
- There are also _PROD_SIEGE and _TRADE_SIEGE parameters that indicate how much you have to have to produce to pass those triggers instead (not in addition to), with the default value of 0 meaning they're disabled, i.e. these factors will never trigger, leaving the pop as the only active one.
- Once done, continue to search and replace, as this block of triggers exists for each entity.
- Save the changed file (you may want to backup the original before you start, but if you do, make sure it doesn't have a .txt suffix, or DF will be screwed up by reading the same entities twice.
- Start a new game.

You can change the triggers in an existing game by locating the corresponding file copied into the save folder at the corresponding location (some raw file changes take effect on saved games, while others don't. This is a change that takes effect).

Note that raiding will override the triggers.

Also, megabeasts and semi-megabeasts have triggers for pop and wealth in their own raws which can be altered in the same way.

Titans and forgotten beast triggers are set in Advanced Worldgen (so wouldn't work without starting a new world).
