Move one army from 35 and one army from 32 into 37, then build a Military HQ there.
Then, move every remaining army (50, 36, 52, 34, and 33) to 53.
Summon armies in 52, 34, 45, 36, 50, 33, and 32.
Build Fortifications in 53, 36, and 33.

That is a lot of armies. Not Reval Leadership's problem anymore.

Sordlandian Protectorate of Reval
Army deployed to 5.
Move armies in 4 and 6 to 5.
Build Fortifications at 4 and an HQ at 7.
Research Radioactivity.

Sordland advised to have enough troops to defend 5 when they reach it.
