If you build a Military HQ, do both armies have to start the turn in the province or can you move one in and use it same turn?

Placed armies cannot be moved in the same turn.

Oh wait, you mean for constructin HQ? The order stuff is resolved is: bombings -> placings -> movings -> buildings -> the rest

Yeah, I meant "I start with two armies in adjacent provinces and move one into the other so I meet the two army requirement for building an HQ" which means by that order, yes that is okay.
