Well unfortunately from what I recall the nemesis system as it was implemented in that LOTR game was patented last year, so we likely won't see attempts at it by any dev that isn't associated with Warner Brothers.

I thought of another one, Railroad Pioneer.

It's like your countless other railroad tycoon games, except not at all (I wonder why there's so little innovation in terms of mechanics and straying from the formula in this genre). Came out in the mid 2000's iirc, you can get it on Steam too, but it's not made for modern systems and is pretty much unplayable.
Anyways, as the name might suggest its set in the pioneering days of the US and you're one of the go-getters that are in the race to complete the big east-west rail across the US. So, you start each scenario at the eastern part of the map, you can see a few of the big cities but everything else is covered in fog of war. So you have your first deviation from the norm, you gotta explore the map to find shit like optimal routes or new resource deposits and cities. You do this exploring by recruiting expeditions from cities, and these expeditions cost upkeep but they also don't last forever, they can also die if they're not properly equipped. You equip them by adding in different specialists, so a native translator might help deal with any tribe events you run into, a gunslinger might help against bandits and a balloonist can literally lift them up and over mountains (but is stupidly expensive too).
Then there's the RPG elements involving trains, where you can customize them to an extent and they gain xp of sorts which can be spent on various upgrades like speed or reliability, making it so that sticking to an older and tested design might be cheaper than buying something new as soon as its available.

So yeah, those handful of features were so damn cool and refreshing to see in this type of game, it's a damn shame we don't (at least to my knowledge) never got anything similar afterwards :(

(Make that whole exploration/resource/RP schtick a bit more unit-focussed and Nintendo Hard and I'd tempted to rename it "Rail Of Tears". ;) )

Here's a few more for the list

Majesty
A weird RTS where your units (heroes) are autonomous, and you control them through placing bounties and rewards and "please dear god stay way from this dragon" flags around the map. A really good set of campaign levels made this work, as each turned pretty puzzle-like and required different strategies all the time.

There was a sequel that somehow got made by a Russian dev, but it was rather poor (tooltips riddled with typos for instance), but the originals are available on steam cheaply and vastly better, long as you can deal with clunky interfaces.

LEGO Rock Raiders
Another weird RTS (yes the trend of weird RTS games in this thread continues!), you're basically controlling a mining expedition as they explore areas and collect resources, or evacuate a zone filling with lava, while dealing with various cave monsters and oxygen supplies and limited resources.

There's a freeware remake under the name of Manic Miners thankfully because this game will not run on modern systems anymore.

I also want to say the old-school super complex star wars flight sims (X-wing/Tie Fighter). Yes, Star Wars Squadrons exists... but it's basically a MOBA, it's not the same, and something that scratches the same single-player itch of the old games will probably not be made again.

There's some hope with the Freespace mod (maybe standalone) Fate of the Galaxy, it has been in development since years, hopefully we'll see a release this year, the videos are rather amazing.

To my knowledge, there is no game like Invisible, Inc.

It resembles the Shadowrun and XCOM franchises, but has some notable differences. There is no "hit-chance" or anything like that. Besides the initial worldgen, everything is deterministic. This and the focus on stealth turn it into a game of attaining and evaluating information as you go, a balance of spending effort identifying the exact dangers, or simply taking the risk of unknown. And all that is procedually generated. Additional replayability through excellent mod API. Modding community is strong and active to this day (I'm part of it).

I'd like to talk a little more about it, but its thread on these forums has been dead for years.

Chromehounds, a Mech game unlike other mech games. The amount of customization you could do was not only amazing for the time, but to my knowledge has yet to be surpassed.

There IS a fan sequel called M.A.V. but it's not done yet, and from what I can tell it's not really building on Chromehounds, just remaking it. Not that that's a bad a thing, but like... I would like to see Chromehounds 2021.

A Legionary's Life, is a kick-ass textual formation fighting sim? Basically? But you romp your way through the Second Punic and Third Macedonian wars as a legionnaire and eventual legion officer, I can't really put my finger on what is so satisfying about it? But I've completed the campaign like 10 times and probably have 50 attempts. Again, the creator is working on a new game and/or sequel, but like... I wish there were more games like this one.

The Kuva Lich system in Warframe is almost a direct copy of Nemesis, with some adjustments such as making where you create or encounter your foe more predictable and also being able to completely eliminate or subdue them eventually through a convoluted mechanic. [DE] Steve even mentioned the Nemesis system being the direct inspiration, and an expansion to it is coming with the Sisters of Parvos update.
