ICSomething happened in the inter universal void, something that only the eldest of gods could recall, the creation of a universe.
Plenty of young and adventures gods tried to enter this fresh,virgin place, but from the moment the first has entered it was clear this was not as the old established cosmoses their were born and raised at, this place was too fragile, too delicate to sustain all their awesome powers for long, from those many only a few were selected, and even they need not to hasten their creation, for the universe may plunge back into the void.
This is a god game in which by either agreement or gruesome slather you need to avoid destroying the universe by creating too fast
All of creation require acts, there are two types of acts:
Universal acts: Those are acts gained by worship of the people of the universe and therefore do not cause harm to the universe and are also determinante combat, because of the age of the universe they are hard to gain and use efficiently, for that they will be represented in Sub-Acts, every 5 of those can be used as a proper act
Personal acts: Those come from you being Gods, those are the acts that are counted for universe harm, you each start with 5 Personal acts and gain 5 each turn, you have no carrying limit, at least one of those acts need to be used in every creation.
You cannot move acts between each other but several can create together, each of those need to spend at least one personal act for the creation
This universe is pretty new and not too fit to having many gods on it, this would usually not be an issue as it wouldn’t have gods early on and local gods would have lesser effect, but for this one this isn’t gonna happen.
There are two important stats to remember, the Free capacity and Total capacity, Both shared between all gods.
Free capacity:The amount of acts that can be used this turn without harming the universe in the long term, the universe have currently 10 of those, which refresh every turn, if surpassed the universe will begin to fracture
Total capacity: How much the universe can take before being torn apart, If the free capacity is exceeded in a turn then all the rest is reduced from the total capacity.It is currently somewhere between 30 and 50 and when that goes to 0, the universe is destroyed and you will either die or go back to live with your parents.
Creation
Not all is created equal, there are two factors, amount of creation/size of effect and intensity which can be separated to 4 categories:
Mundane: Clear from name, can mostly be created in large amounts.
Minor: Almost mundane, separated from mundane by only a few things.
Major: Clearly not mundane but also clearly not a god.
Divine: Almost god, Demi god, half god, mortal might worship.
Higher intensity creatures are easier to talk to but less likely to cower in fear and do all that they are told..
Life that worship, learn, develop and so on.
The only way to create mundane life is in small city or large army scale, creating them in any smaller amount would put enough of the god in them to not be mundane anymore, to create this amount of people require 10 acts

Sometimes it’s a bad idea for each god to try and create their own worship, for that several gods can unite together in worship, the worship to each god in the Pantheon is split between all members with the one worshiped getting double, a god can only be in one Pantheon at the time.
To create a Pantheon a god must declare it creation, it name and a method to administer new members and making new laws for the Pantheon (I will assume it’s majority vote by default), to leave a Pantheon a god need just say they leave and Bold it, all the rest of the management is in the hands of the gods
This will only be about combat in the godly or divine level for now:
Combat is determined like that, both sides roll a d20 and add all the bonuses, larger number win, bonuses(All bonuses beside gods can be less in case of relevancy):

Harm: If one side win by 5 or more then each 5 points they have above the enemy cause harm to the enemy gods, which manifest in losing 5 acts or losing 1 personal act creation per turn if no personal acts are left.
If the attacking god declare the goal of the combat is to prevent from the defending god to create, then both sides can only create one artifact before the combat start, otherwise the combat happen after both gods have created
