A review of available codices of City Council law indicates that it is not a democratic institution and that mortals do not have suffrage. As such their input has little utility or relevance.

There is no record of [] claiming to have authority over mortals. Such authority seems irrelevant. None of our actions have been authorised by any rule of law beyond the mandate of our own existence. Your request for mortal input was interpreted and attempted to be assigned to a framework within which it might be useful, as requested, but no such framework was identified, mortal input remaining consistently useless.

The Puppeteer Angels were, in hindsight, a flawed aspect of Belyom. Their design had not considered the available resources. Their interfaces were limited and unencrypted. Their minds were capable of deviating from her will. (Although that was presumably a necessity for their primary purpose.) Nevertheless, they would be adequate with proper support.

To that end, Belyom drew from the genomes of ten thousand species, few of which had ever been seen before, even in the world beyond, blended them together with skill that had not been seen in an age, and wrapped each of the myriad creatures in her cloning pods with a symbiotic mold to stabilize their bodies and allow them to survive even without any prey.

Within hours, her internal drones were herding chimeras in the general direction of the villages of her angel-drones.

Many of the crab creatures looked back and forth between the beings before them. A terrifying eel, with arms and spider legs jutting out, oozing black slime. A indistinct vacuum, changing size and shape, with a shadow most sinister. Generally the consensus is that they already know the shadow to be cruel, and they fear moreso that master of that shadow is even more so. Yet, they fear death more than cruelty. Few would speak, for the know it could likely mean their death at the hands of that quiet darkness who broke their bodies so easily. Most all have lost the will to fight, their ability to run taken from them, and have either abandoned hope or committed to doing whatever it takes to survive.

The tear falls to the street, a droplet of tar. Where it hits, a bauble appears. The tiniest of things, surely inconsequential and below notice, right?
