I believe that liaison assignment is out of your control, as it's a civ level task, not a site one.

The messenger is used to request workers from holdings associated to your fortress. The messenger is essential to get any militia members back when you conquer a site, as they'll stay there after conquest. Don't expect to get more that one or two back from a squad of 9, though...
In addition to get a few conquerors back you can also request "ordinary" workers. A requirement is that the site actually is controlled by your civ (so you can't request anything from that goblin site that tied itself to you).

Civ level control isn't implemented yet. There's no game additions beyond you becoming the Mountainhome. Maybe one day as development progresses.
