Where are those immigrants?

I'm on my fortress' second winter and so far I only had the metalsmith come in. I'm building a lot of goods and I have the feeling none will show up.

Is that normal?

Some maps have "NO TRADE" next to the Dwarves in the map selection screen; in these maps, dwarf caravans do not visit and the only migrant you will get is the metalsmith.

Or they could just be taking their sweet time.

Which IIRC you can't, currently, unless you luck out and get a married couple, since dwarves don't form permenant relationships yet.
A shame really, since I could really use the beds.

Seems like they were taking their sweet time... After my third winter, 14 of them showed up at once. No craftsman and my only one went insane because I couldn't acquire shells. Oh well, come here peasant, you will become the next mad craftsman.
