Hmm, about a turn longer than I expected.  :/

So 109 is in position to investigate the MIA GEWEHR agent.  The question is what do we want 156 to research?

To recap our projects:

3 turns to get MURMUR - a card catalog to track/recruit metahumans.
2 turns to get Stiletto Shoes - a lot of combat in the dry reports, and neither of our agents have explicit melee weapons (156 is completely unarmed)
2 turns to get Aviation Detachment - helicopters and bush planes for logistics and tactical applications
3 turns to get Armored Suits - a lot of combat in the dry reports, armor would be prudent

Long term, I'm thinking we should do 2 turn project, followed by the 3 turn MURMUR.  109 should have enough rep to recruit by then, and MURMUR should give us some interesting recruiting options.

Any other thoughts?

So essentially, grab the Aviation Detachment then MURMUR? That'd work for me, though I'd like to get either a weapon or the armored suit up soon because as you said, some of our agents really are not combat ready at this point.

Something like this I guess?

-Agent 156 does the paperwork for the STORM Aviation Detachment project.

Alternatively, we could do MURMUR now, and then convert Influence into reputation to stock up agent 109's rep if he's not full up when that's done to get a third agent faster?

Getting our action-economy is important so I say that we get an agent to research and finish MURMUR, and then have our other agent collect reputation for the next three rounds.

Hmm, I think SC is right on this one, we can do MURMUR now and try to burn cash in 3 turns for a good recruit roll.

The Outside World and Previous Actions

The explosive newspaper that reported on numerous activates in Pren Gwyn, Schwarzes Holz, and Nemorland, the Gamayun's Stories, has continued to gain popularity and has gained a dedicated section to metahumans, or superheroes as the paper calls them, in Nemorland. Otherwise they have continued to be a bit of a nuisance in Pren Gwyn and Schwarzes Holz. Other than this, a major trafficking ring in Shirohon was completely and utterly dismantled. The criminals responsible are reported to have suffered extensive bruising, to the point some have broken bones, and burns. Further this has shown a measure of corruption in the northern territories of Shirohon that seem to have been dealing with local law enforcement. The people who were freed from these barbaric criminals reported the one that saved them refused to answer what their name was, but after being forced to simply said to call them Jiyū. Somewhat related, a spree of industrial thievery in Messerbeißer has seems to have stopped for the time being, much to the relief of the industrialists there. Lastly, the museum that was being built in Kalterhafen seems to be ahead of schedule, and is likely to finish in a mere two months time.

Project: MURMUR

Project MURMUR is something that has more or less something that has been on the backburner for some time now. Still, it will be able to be completed before the year is done, which is quite important for our position considering certain government initiatives. Regardless of that fact the time honored and solution to everything that is throw more money at it and use more connections has certainly payed off in some ways. As already we have a decent list of people who possess some strange capabilities. Of course the foundation of this branch of S.T.O.R.M is in it's infancy, and is still not fully up and ready, but we already have the space for people and are putting them to good work. Though naturally we still need time and effort to actually get the number of people to actually account for everyone, and also to better be able to tell what is going on in places outside of the capital. But even so we are off to a good start. In other words, nothing out of the usual for Agent 156



Engagement: The New Menace

Investigating the missing agent takes some time, however gaining access to the limited files on what happened to them is relatively easy given the nature of 109's mission. Of course, this simply points in one direction really, their mission itself. Believing that it was likely the agent was killed or captured by the ones responsible for the thievery, the old mission orders that the MIA agent were given would be taken up by 109 in the hopes of finding out something with regards to their whereabouts. It's not like trying to find a secret agent that was probably killed or captured by a equally secret organization is just a trip to the local bar for rumors or anything. Still, trying to disrupt the actions of the ones that 109 has a hunch are responsible to ideally lead to more clues leads him to a call of a suspicions van and group of people who pulled up to a factory late at night...

Arriving at the place, 109 does the wise move of not just instantly entering through the front door, instead looking along the outside for an alternative entrance. And finding access to the roof and carefully opening up the air conditioning unit, 109 would get to sneaking inside. Luckily for him, he'd be able to slowly but surely make his way right above his enemies, and while he couldn't sea them in the dark vent with no sight outside it yet, he could hear them... "So, how much more of this equipment do we got to take anyway?" One voice asked. "Why do you think I know? You know my clearance and you know yours. And I doubt any of the greens or blue's will blabbermouth..." There'd be a slight pause for a while before another voice said "So what exactly happened on that outing?" before the one presumed to be the leader of this team said "Which one? You mean the one with the poor bastard 231? Ferdinand Abt?" There'd be a slight silence followed by the man continuing "Nothing much. They jumped down, knocked one of us out, and we just shot em. Took a few rounds but he still went down, even if he managed to kill Kent. After that we just took the body, why wouldn't we? You know we get a bonus when we get a Gewher." 109 then heard a sigh followed by the one who asked the question saying "You'd think the fight would be more dramatic than that or something. I thought Gewher was a threat..." This simply was met with laughter, though nothing important after was said.

With the information in hand, 109 moved once more to try and get into a position where he could actually strike, let alone see his targets. And he was lucky enough to find such sooner rather than later. Looking at the band of thieves, he could easily tell these were Einherjar, if only by their weapons. However they all were close together, organized. Yet, three of them were working on dismantling and disconnecting a large piece of machinery that was held up by a few tools. This gave 109 an idea, and firing a few shots, he brought the thing crashing down. Two of the people working on it were crushed under it and a third who was too close got similar treatment. Though one of the one's directly under it and working instantly dove for cover and out of the way, barely avoiding meeting a similar fate. The Einherjar group looked around for a short while, the leader soon firing wordlessly in 109's direction. A few rounds punching through the air conditioning vent and just grazing 109...That's another suit ruined. Still, 109 moved to another vent and aimed on more carefully dropping down and engaging, but saw no one. Clearly they were retreating, and rushing outside he clearly saw the van they were using, the engine turning on and starting to drive off. Yet swiftly he made for a nearby telephone and called 779, got a direct line to one of the handlers in the area and swiftly relayed the info of the vehicle. Gewher agents in the city then were able to identify the vehicle and a potential place of interest by the end of the month...Though a number of concerning facts have come clear from this to both us and Gewher as a whole. How did they learn the agent's name and designation?

Agent 109 has gained 4 favors and 4 million $ for his work this round!



It is currently the Project and Research phase.

You may at this moment in time describe and start one project which you would like to work on. The full effects of a project will be known upon completion, and the price and time of a project will be known once it is started. Do note that once you start a project, you do not need to work on it in the deployment phase, though electing not to will not advance it closer to completion.

Hmm, looks like 109 could've used a car or grenade there.  Still, he pulled through.

Other than that, once we recruit our third operative, we'll be at our limit.  So some kind of HQ expansion/renovation/relocation design should be put in the pipeline...

Project Refit & Repair

Alas, we increasingly find ourselves in the world of push-button warfare.  In terms of raw investment, this paradigm shift has hit the Kreigsmarine the hardest in our nation.  Warships built around naval gunnery are obsolete, as guided missiles and naval aviation now dominate the waves.

But one does not just take a 1500 ton hull that was just finished, and flip it to a shipbreaker.  (Not at first at least.)  Obsolete vessels often get repurposed and re-engineered before their ignominious end on a target range.  Some get demoted to lesser roles, or get handed off as R&D testbed platforms.

Thus we have the Frigate Reinhart.  Once an all-weather ocean-going escort frigate, it's primary armament of 4 guns was designed for our fathers' war and not our own.  Intrigued by advances in heliborne ASW, the Kreigsmarine used the Reinhart as a testbed for a helicopter carrying destroyer.  The aft turret was removed, clearing deck space to create a flight deck.  An innovative 'bear trap' device clamps a helo to the deck in even rolling seas.

Having learned what they could from her, the Kreigsmarine as set to retire the Reinhart shortly.  While some just see thousands of tons of rusting steel, we at STORM see a forward operation base that can be parked in friendly or international waters.  With all the munitions removed, we will have ample office space to house the analysts and other personnel to support at least two additional agents in the field.  While the Kreigsmarine won't include a helicopter, motorboats are included for seaborne infil/exfil.

Might be overreaching but this is basically what's happening this era with your old WW2 ships.  They'll spend the 1950's trying to modernize them, then scrap them in the 1960's.  A good example of this is the HMCS Buckingham, a Canadian frigate built in 1943/44,  mothballed at the end of WW2, rebuilt as the Cold War heated up in 1954, converted into a helicopter platform in 1956, then kept in service until 1965.

Project Wolf's Lair

You may recall, the Wolf's Lair was a command bunker complex outside Großerthron used during the war.  Mothballed and obsolete, the MoD had recently planned to convert it into a high-security dump for chemical weapons.  MoD had largely finished renovations when local press caught wind of the project.  So-called 'environmentalists" were enraged by this, and successfully petitioned to instead dispose of these chemical weapons in a deep sea trench.  The Wolf's Lair, now left with out a purpose, is again slated to be mothballed.

The time seem fit that STORM should take this facility off MoD's hands.  It should prove more spacious than the farm, as well as more defensible against a militarized assault.

Project:Falken Institute

Advances in psychotherapy and psychotropic medications have alleviated the need for some of the more old-fashioned sanitariums.  Some futurists even claim that inpatient populations treated with lobotomies and strait-jackets will be entirely an anachronism in a few decades.

The Falken Institute was one such sanitarium.  A red brick campus in the woods outside Großerthron founded in the 1800's, it once provide asylum for hundreds of patients, ranging from mere 'hysterical' women to violent 'lunatics.'  Yet after a major scandal a decade ago, the National Health System (NHS) shuttered the storied Falken Institute, relocating the patient and staff to more modern facilities.

The time seems fit that STORM should take this facility off NHS's hands.  It should prove more spacious than the farm, and should we adopt Metahumans to the ranks, asylum facilities could be adapt to house them properly.

When we went through the processes to contact the navy, our higherups assumed that we were going to request the AUBH58 "Rheinbach" or that maybe we would request the ability to utilize one of the Brunhilde von Bothmer class Carriers for missions outside of Schwarzes Holz. They were certainly surprised to hear our desire for the Reinhart of all ships. Luckily, while it has been mothballed for a while, recently the navy was working to turn it into a barracks ship. Of course, this would cause a number of issues due to the changes in the superstructure, but such progress has only just started and has mainly worked upon the internals. Naturally, this means that with most of the work we need more or less done we don't need to pay much. However, that doesn't mean that it would take little time. In an inverse of what we expected, time is likely what it will take the most. Yes, it's practically done, but we, or rather 156, need to do a lot of paperwork before we can get it into our possession. First of all, we need to actually get the proper papers for transferring it under our care, then we need to go through and manage hiring various sailors as a part of our organization to man the thing, plus the port docking rights, fuel, munitions, food and other requisitions. And on top of that we also have to manage the very complex process of making the ship stop it's current conversion and be reactivated and 'transferred' to the coastguard while maintaining that false hood to cover our tracks while also going through the process of not actually having it be controlled by them. Further more, there's also the issue of getting the contacts in the event the ship is damaged and much, much more.

Needless to say, upon seeing this project, 156 sighed and started getting to work going through the bureaucracy to convert our largest custodial closet into a storage room for documents, specifically documents dedicated to the project of requisitioning an entire frigate.



It is currently the Deployment phase.

You may now assign a character to either work on one of you projects, recruit more heroes into the fold, move to another city, or lastly engage in the world for one action or another. In the case of the latter, it is best to devise a plan. Otherwise, they will simply do more generic actions that fit their character.
