Hey, it's been a bit...

Looks like we should move 109 to a new city this turn?

So reading the Dry Report, cars are a thing.  We may want to start developing some sort of Batmobile.  Also, we keep getting hit by tasers.  Some of kinda gear to mitigate that would be prudent as well.

And something else..

Project: STORM Aviation Detachment

As STORM expands operations beyond the boundaries of Großerthron, we will face an increase in logistical needs.  While our parent organization, GEWEHR, will prove helpful in this regard, but they are reluctant to assign us tactical air support.

The answer is to establish our own organic aviation support.  The STORM Aviation Detachment will consist of a dedicated turbo-prop STOL passenger plane (such as a Britten-Norman BN-2 Islander) for general logistic support.  In addition, each GEWEHR Emergency Office will have an assigned helicopter asset.  While ideally these helicopters will primarily be used for tactical insertion/extraction of field agents, each helicopter and its crew should also be equipped and rated for Search & Rescue and MEDEVAC operations.

Well I tried to focus my mind on a design but I failed, +1

Covert Armored Suit
The Covert Armored Suit is, just as the name suggests, a high class suit fit for wearing by our secret agents. Unlike normal suits however the Covert Armored Suit has been designed by our Top Scientists to be made from materials that, while they look like normal cloth, are actually well concealed body armor. Insulated body armor, to be more precise, as our agents have reported issues with enemy tasers. The suit also has plenty of hidden pockets and other patches where a variety of soon to be developed high tech gadgets can be attached or concealed to better equip our agents on their daring and important missions.

Project: STORM Aviation Detachment

Initial Rolls: Initial Rolls: Time (5) Cost (4) (I find this funny...)

Being a small part of GEWEHR, a massive spy agency spanning the greatest country in this bit of ocean and into the lands of a few places that aren't Schwarzes Holz, it was expected that getting a dedicated Aviation detachment would be long and costly. That all the bureaucracy would cause delays and that there would be a requirement that the entire budget would be taken up building up the basic infrastructure to keep things running. Luckily, this isn't the case, thank god. Instead, it seems that the process will be fairly swift and not too costly. Really the main thing that's an issue is just getting a few spare pilots and parts. Of course, there's also the actual perches of things like Helicopters. But getting a simple nondescript prop plane that can land in even small dirt fields is easy enough. Honestly all that's needed is a bit of paperwork and a few fuel trucks. Likely a bit of a change to normalcy for 156 once she starts working on it. Just traditional logistics and paperwork rather than remolding.

It is currently the Deployment phase.

You may now assign a character to either work on one of you projects, recruit more heroes into the fold, move to another city, or lastly engage in the world for one action or another. In the case of the latter, it is best to devise a plan. Otherwise, they will simply do more generic actions that fit their character.

So move 109 to Messerbeißer as the narrative suggested we do and finish off the STORM Broadcasting Service with Agent 156 then?

...and built our third office there for 3 million!  (Though I'm tempted to just spend 6 mil and establish full coverage on all four cities.  We have the cash and might as well be proactive.)

Plan Expansion Office : Move 109 to Messerbeißer, have Agent 156 do the STORM Broadcasting Service Project, and build emergency offices for the 779 Emergency Line in all home region cities that do not already have one.

The Outside World and Previous Actions

In Nemorland, further unrest seems to have been somewhat delayed due to there being a hung jury in the trial. Despite this controversy it seems that the New Clear Visionaries are still gaining members due to their so far peaceful activities and the actions of a so called 'Caladrius' saving people and lives. Partially related to the Caladrius situation, Sothweg has announced a new 'heroes of the red banner' program, which is believed to be a metahuman program related to their police force or military. Additionally, a new explosive newspaper seems to have started to be published, mainly shedding light on a major sandal involving the third son of Pren Gwyn's current prince, activities involving Schwarzes Holz's intelligence agency that go against the law and abuse it's loopholes, and reporting on the new and first 'superhero' of Nemorland. Due to the...nature of it's reporting, many in the governments of Pren Gwyn and Schwarzes Holz are none too pleased and are trying to get it shut down... Somewhat fittingly, a new news broadcasting station has started operating in Schwarze Holz as well, though far more government aligned than the recent newspaper. Lastly, a major robbery occurred in Pentrefsiapaneaidd. Details are sketchy, but it's believed that at least 5,650,000 in cash was stolen. Other than this everything else related to it is tied to rumors.

Project: STORM Broadcasting Service.

Rolls: Effectiveness (5+1), Cost (3), Bugs (2)

With all the equipment bought and stored away or placed where it's needed, all the paperwork with the cable companies, and the janitorial staff partially hired, the last hurdle to actually getting a successful broadcasting service would finally be met, and thanks to 156's work, once again has that hurdle been jumped over successfully. Of course, it still took plenty of time and plenty of interviews before the right people for the job were hired but finally our deeds can be properly appreciated...Well, at least somewhat. It's not like we have some sort of overt super heroes or nonsense like that, but the results of our actions can at least be broadcast provided they don't breach operation security. Like the successful shutdown of S.I.N. spies and informants in the city. Though, something like Einherjar is likely to remain top secret, mainly because we honestly don't know who the hell they are or why they are. To put it simply, reporting on our agent's that aren't overt will be impossible, and a majority of their operations won't be able to be spoken to by the public. However if we got an overt agent we could easily spread the word of everything they did like some glorified celerity... Still, the first few broadcasts are scheduled for tomorrow morning, and 156 has yet another accomplishment under her belt. Though annoyingly it'll cost a bit to keep running. Paychecks, maintenance fee's, and so on.

For once, Agent 109 isn't out in the field, instead moving over to Messerbeißer due to the report that the agent that took the mission Agent 156 was originally to be assigned on had actually died. Still, arriving in the city, Agent 109 tragically has been only given a 4 star hotel to stay in, as the city lacks any establishments of greater level, along with any proper bases directly owned by us for him to actually sleep at. It'll make getting equipment to him harder, but at least he can still get orders well enough from the call centers.

Also something concerning to note, that new newspaper, The Gamayun's Stories, has operated in Schwarzes Holz and a few other places in the archipelago. Concerningly it has reported on a few of G.W.E.H.E.R's operations and a myriad of government officials. Given this newspaper seems to print news in English, German, and Welsh, along with the main stories it reports on, it's place of origin is likely here, Nemorland, or Pren Gwyn.

It is currently the Project and Research phase.

You may at this moment in time describe and start one project which you would like to work on. The full effects of a project will be known upon completion, and the price and time of a project will be known once it is started. Do note that once you start a project, you do not need to work on it in the deployment phase, though electing not to will not advance it closer to completion.

Alright, from that heist news, it sure sounds like "CALM" is active in PG Welshland.

So designs?  Happerry's suits would be a good idea.  So would a car...

Project: STORM Chaser
Quote
If there's one thing any true agent loves as much as fast women, it's fast cars.  Our agents may not be "faster than a speeding bullet," but they sure as hell seem to drive that fast.

STORM shall maintain a small fleet of domestically produced Torsche 911 sports cars.  The Torsche is chic hard topped, 2 door car that seats four comfortably.  A rear-engined sports car, the 2.0 L flat-6 "boxer" engine provides the muscle our drivers need for escape and pursuit, while placing the boot/trunk of the vehicle conveniently up front.  How is a large cavity up front convenient you say?  Well it's convenient to mount twin 7.62mm GL-60 Donnerkanone machine guns under the hood.  The driver fires the guns using a trigger on the gear shift.  (To aid in aiming, a prominent hood ornament and tracer rounds are installed.)

As a secondary weapon system, tyre-bursting "Ben Hur" spikes are loaded inside the wheel axles.  By depressing a trigger on the parking brake lever, the 25cm long steel spikes are extended/retracted through apertures on all four hub caps.  This should provide an alternative (and surprising) way to disable a vehicle from the side.

The center console features a two-way police emergency services band radio, mainly for contact with 779 dispatchers.

In terms of bodywork, the front and rear bumpers have been reinforced for more 'combative' driving.  All glazing has been replaced with bullet-resistant materials.  Steel plates have been inserted into the back driver seat to armor against gunfire and shrapnel from behind.  The rear-mounted engine block naturally provides "armor" from the rear as well.

Also of note, revolutionary 3-point seat belts have been installed, though drivers may prove reluctant to use them day-to-day.

Alternatively, for the sake of getting proper bases and not just phone centers in cities...

STORM Covert Installation Standardization Project
The STORM CIS-Project is meant to identify the common needs of STORM personnel and projects, the ways those needs can be successfully met with the needed support, and what is required to maintain proper security and secrecy for those needs and the methods used to meet them. With all that information acquired, the project will then establish the standards necessary for construction of new STORM Facilities, the processes and guidelines of how to meet said standards, and identify contractors that can be safely contracted for the purposes of doing said processes and meeting said standards. Once this project is successfully completed, STORM will therefor have the understanding and capacity needed to establish a proper base facility in any city STORM has access to, which will provide with basic support functions for all STORM agents and employees as well as being improveable by any later facility upgrades developed in response to evolving STORM needs.

Could be a little better fleshed out, but the concept of the suit is good.

Project: Covert Armored Suit

Initial Rolls: Initial Rolls: Time (4) Cost (2)

Naturally, a suit that is well armored and can protect someone from things like bullets or knives is something that we and basically the entire agency would love quite a lot. Of course, a light weight material that can minimize damage like that isn't currently in our possession and will need to be worked on. But that's what we have government money for! It'll take a bit of time but given our fairly sizable resources, we'll probably be able to get something in about a seasons time provided nothing goes wrong. Really the biggest issue is just the cost of all the various materials that need to be tested alongside the payment for the staff working on it. But is that really much of an issue when you have government money? Regardless if the end result goes well enough we may be able to utilize this for more than just our agents and special forces. Though that's a big if, especially if the current projected cost of researching the things is anything to go by. But hey, if it works out and the suits turn out to be cheep enough we'll be one step ahead of most other's in terms of safety for our police force and probably get a decent chunk of influence for it too.
