The Outside World and Previous Actions
The most important and noteworthy thing that has happened of late is the state in Messerbeißer has completely devolved even further and worse than anyone else can imagine. It has gotten so bad that the civilians are forming militias in order to protect themselves and their property from thievery and gangs, and the police have essentially been stretched so thin and taken so many casualties of late that the situation has gotten so bad that the actual army has been sent by the end of the month. Even then, the issues that plague the poor city continue to cause the place to falter and struggle, but at least some semblance of order if being held now. Even if the state of the city is still fairly bad. On the bright side a Pren Gwyn philanthropist has attempted to create a Youth program in the city similar to that in their hometown to potentially help with the situation. Other than this, further crackdowns on human trafficking has occurred in Shirohon thanks to the mysterious Jiyū, or are at least believed to be their doing, seeing as the injuries the criminals had are the same, and the general lack of knowledge as to what exactly happened somewhat similar to the first time they struck against crooks. Lastly, the Nemorland Elections are in full swing, and the final counting is to happen by the start of next month. Though it's quite likely that a number of parties will need to band together to form a proper majority.
Project: TIPSRolls: Effectiveness (5+1), Cost (4+1), Bugs (4+1)Work on the TIPS has come to a close with a myriad of substances tested and their effect on any biological organism that is in contact with the gas or inhales it. The full report that Dr Stealey has given is extremely long and detailed about all the different effects and how long it takes to effect a subject, along with details on how different physical condition of a subject would react to the gas. It was quite difficult it seems to make it not kill people who breath it while still retaining it's effectiveness yet the good doctor has managed to find a solution expertly and swiftly. Still, in it's current form, it's fairly easy to equip a squad with it and not cost too much, relatively speaking. Furthermore, Stealey also made a highly Lethal version of the gas that can be utilized as well, which also costs an equal amount of money to purchase, though likely will draw more attention from the law considering it kills people. Still, we got everything desired and then some. Also it should be noted that the effects of the gas depend on exposure, and generally takes an hour to wear off. Though, it should be noted due to it's nature it is best to utilize it with caution, as we have no equipment that protects an individual from it's own effects.
Messerbeißer Youth ProgramFeng has gone to Messerbeißer itself and has quite clearly seen the sorry state the city is in. Crime is rampant to such a level that the military itself has come in to restore order. How the situation devolved so quickly is honestly a shock, but at least things can progress at modest pace with some semblance of order and the current state of the city leaves there to be a lot of PR that can be gained through further philanthropist actions, even if she doesn't particularly care for the people of Messerbeißer unlike most of those in her home city. Still, first thing's first and that's getting the Youth Program up and running, and the paperwork is fairly harsh, what with the Pren Gwyn citizenship causing issues, but luckily the sorry state of the city helps ease things, especially considering this is clearly an act of charity...
Meeting EinherjarWhen Vinod next met the industrial thieves, and requested to join them, he was swiftly asked to show off what he was capable of, and utilizing the suit that he had recently acquired and also some of his driving skills, the leader of the group after this approached and spoke to him, handing him a black patch similar in the style to the one the others had. When asked, the leader of sorts would say "We run on a color coded ranking system based on the visual spectrum. New initiates are infrared. Though given what you have done for us and your skill and equipment, I fully expect you to skip past red and maybe even orange once you are properly integrated. And before you ask any further questions, the highest rank you'll often see on the field is yellow or green. If anyone higher is there then that means shit's really hit the fan or the higher ups really need something dealt with." After this, he'd extend a hand to shake on it with Vinod, and after say "Welcome to Einherjar. If you have any further questions you'll find out eventually."
The time working for them would be surprisingly peaceful, well as peaceful as it could be. Vinod took one of their vehicles, worked on it to get it good to go, and drove off to the city to take part in some of their work. Really, it was mostly quite a lot of waiting on them while remaining on lookout and trying to remain unseen. Though after a while, the machinery they were looting would be stowed away and Vinod drove off without much problems, any sirens being heard long after they had ditched the scene. And after he simply would be directed to one of the warehouses that the organization seemed to own a fair distance away. Still, there would be a number of close calls later in the month as the military started cracking down on things, but Vinod's skill and the surprising skill of these Einherjar thieves would swiftly prove themselves. By the end of the month, a letter would be delivered to Vinod's business, directed to him. Inside was a Yellow patch to replace the old one he had, and a note congratulating him on his work and skill, along with a bit of information, alongside a nice amount of cash and of a place to meet 'superiors' when called upon once more, though it'd also say that at the moment is was deemed more important he continue his mechanic work rather than join them as their work in Messerbeißer was almost done. The last part of the letter was odd however. Apparently, should any G.W.E.H.E.R agent's interfere with their work, they are to send a report immediately, and also if any of their agents are killed in their attempt to disrupt operations that they are to be handed over...
It is currently the Project and Research phase.
You may at this moment in time describe and start one project which you would like to work on. The full effects of a project will be known upon completion, and the price and time of a project will be known once it is started. Do note that once you start a project, you do not need to work on it in the deployment phase, though electing not to will not advance it closer to completion.
Status of the Cabal:Current Funds: 6 million $
Current Influence: 5 favors
Villain list:Name: Feng Zhelan
Gender: Female
Appearance and Background: Born in Hong Kong, Zhelan was one swift to realize their lack of opportunity there from a young age, and would, after learning English thanks to a factory manager she worked for temporarily, stow away on a ship to America, where she would find Chinese immigration was banned. While she originally had an idea of going to Canada through america and getting a permit there so that way they could loophole the system, they needed money for this and would resort to thievery for a time, eventually ending in her getting caught. However, she'd manage to escape before being deported and steal one last time before stowing herself away once more, and she would keep one of the amulets she stole, one she keeps to this day and believes has some good fortune, even if she knows such notions are silly. Once the second ship she stowed away upon docked, she'd find herself in Pren Gwyn, and would work slowly on getting money, which naturally she'd do through the way she knew best. However, after some time, she would meet a man named Shun who she would grow quite fond of, and after some time with enough money open up a restaurant named the White tiger of the West, or Xīfāng báihu, though she'd soon use it as a front for various other more...illicit businesses as she expanded her empire as it turned out that her restaurant struggled at first. And while her restaurant would get a profit as she learned, so too did her more illegal business, expanded later on by the purchase of a pharmaceutical's store. And, while she'd use plenty of funds to aid the local Asian community, she also would use those under her for less legal work to enforce a bit of...extrajudicial form of protection against other groups of organized crime...In part, due to her efforts, Pentrefsiapaneaidd is what it is now. Yet, this wasn't exactly enough...

Name: Vinod Ashtekar
Gender: Male
Appearance and Background: Born in India, Vinod and his story is mostly unknown to us until they arrived in Pren Gwyn, and Pentrefsiapaneaidd. Initially, they worked as a mechanic, surprisingly enough. Anyone else would say he worked hard and eventually managed to save up enough money to buy themselves a nice car which later they modified as a bit of a passion project. But in reality, they had always done a few jobs on the side of their main work. Often in the transportation of any illegal goods, no questions asked, followed by what made his passion for mechanics second in his mind. Racing. While he still would work on the transport of illegal and stolen goods, his focus became that of racing, and even at times working as a getaway driver. Regardless, he has gained the ire of some due to his lack of loyalty to anyone in any sort of gang conflicts and instead working akin to a mercenary who got hired by four gangs in particular fairly commonly, and he knows this. Still, as long as he has his car, he'll be safe.
He has tan skin and short, strait black hair and brown eyes, and commonly wears casual clothing along with sunglasses when driving, so long as it's not night.

Pren Gwyn Youth program Grants access to recruiting Heist Squads in Pentrefsiapaneaidd, and in the future potentially the rest of Pren Gwyn. Replacing losses costs 1 influence per two thieves, and none can be hired to replenish numbers unless somewhere where a similar youth program exists.
Sneaking Suits A advanced suit capable of resisting fire both the actual kind and to a lesser extent the gun kind. Has sound dampening shoes and has a device build in to scramble camera's and disables them. Naturally, such a high quality suit costs a lot. Costs 1.5 million per suit. If a Master thieves squad is upgraded with 5 of them it turns them into a Silent Heist Team.
Scrap Happy Auto Mechanic A Mechanic, scrap yard, and gas station that can convert vehicles to other appearances with ease and serves as a great rest stop between the Principality and the Empire. Grants a bonus to escape to and from the two nations and a +1 to all car, truck, and other ground vehicle designs, alongside a place to secure stolen vehicles, though that last part should be used sparingly.
Temporary Involuntary Paralysis Serum A gas that paralyzes those it comes into contact with. Naturally it is to be used with caution. There is also a lethal variant that causes the lungs to cease working, and potentially the heart as well in great enough concentration, though obviously the latter would eventually follow the former regardless. Costs 0.1 million per grenade, lethal or nonlethal, rounded up.
