Project: Temporary Involuntary Paralysis Serum

Initial Rolls:
Initial Rolls: Time (6) Cost (4)

Likely designed to be taken care of by our newest...hire once she arrives, the Temporary Involuntary Paralysis Serum is expected to take very little time at all to create once the work on it has begun. Really, all we need is to set up the lab and right after we'll likely have little work we need to do in order to get the project up and running and just as long after to conclude it. While getting the required materials for it will require working through the drugs and health companies that are owned by Báihu.co, this isn't too hard. Though it will cost a little bit to ensure that the chemical components are brought over to us from those same companies, and a little bit of clever paperwork. Though, the latter is already and quite swiftly done by Feng. Naturally, the test subjects we'll require will also come from said corporations, but we are likely to merely use animals as utilizing people, at least in this case, will likely only lead to threads that could lead to our involvement when it's inevitably used for something illegal, regardless if those subjects are dealt with the classic way or left be.

It is currently the Deployment phase.

You may now assign a character to either work on one of you projects, recruit more villains into the fold, move to another city, or lastly engage in the world for one action or another. In the case of the latter, it is best to devise a plan. Otherwise, they will simply do more generic actions that fit their character.

Vinod works on SHAM, using the bonus thing to knock a turn off of the project.

Spend 5 Million to finish recruiting Dr. Stealey.

Feng takes part in Operation: Feng's Fortune, as outlined below.

Operation: Feng's Fortune:

Feng takes a few tours of the Kerwyn Art Gallery over the course of a couple weeks, discretely identifying the most expensive art, artifacts, and jewelry on display.

Our two teams of thieves will case the gallery prior to the heist, acting as visitors to the gallery and identifying potential entryways, hiding spots, employees-only doorways that could potentially hide security, and other security measures such as cameras and motion sensors. During the nights they will observe from a distance and try to identify security patrols and night shift schedules as well as they can. The thieves then create replica layouts in the training area of Madame Dragon's Lucky Dry Cleaning and practice various means of infiltration, routes to the primary objectives and any worthwhile secondaries, and means of egress. In the days leading up to the heist, storage lockers closest to any bathrooms are rented at the train station under fake names and store a change of clothes for each thief.

The thieves will strike the art gallery in the early hours of the morning, using rooftop and window access if possible to infiltrate silently. Stealth and speed are absolutely paramount as both teams of thieves fill their bags with precious loot before exfiltrating at the safest location. Once they leave the museum, the thieves are to ensure they aren't being tailed, then head to the train station where they'll changes clothes and use the early morning work rush to blend in and escape.

Vinod works on SHAM, using the bonus thing to knock a turn off of the project.

Spend 5 Million to finish recruiting Dr. Stealey.

Feng takes part in Operation: Feng's Gambit, as outlined below.

Operation: Feng's Gambit:

Feng visits a number of museums and art galleries in the region using to build up and pass off her cover story - Feng is participating in an auction for some interesting artifacts and expects to win at least a few of the lots. She would store them in a safe deposit box, but after that recent bank robbery...Anyways, Feng has decided that handing her winnings over to a museum or gallery in the area would keep the artifacts safe and well-maintained, with the added benefit of improving local culture! Before she does, Feng wants to see what each location has to offer. Feng aims to get tours of any storage, restoration, and maintenance rooms to "make sure her donations will be well-kept". During these tours she will casually bring up security.

One of these locations will be the Kerwyn Art Gallery, and this will indeed be the only place that she actually cares about. Feng will silently identify the best targets for theft during her tours and will attempt to slide whatever details she can out of her contact/guide(s) about storage and security. She will relay all the details she can get to the teams of thieves once she gets back.

While Feng was out visiting other locations, the thieves were visiting the Kerwyn Art Gallery in order to identify it's layout, security cameras, doorways, displays, and any potential unorthodox entrances and exits.

If it was deemed viable in planning, one team will hit the Ming section and the other will hit any backroom areas holding loot. If it is not deemed viable, they will also hit the Ming and nearby sections.

Once they get their fill and leave the museum, the thieves are to ensure they aren't being tailed, then head to the train station where they'll changes clothes and use the early morning work rush to blend in and escape.

I think I'm leaning more toward using Feng as effectively as possible, which I think the second one does. More potential knowledge means more potential gains and less potential problems. It might require her to roll some extra shit, but it's probably nothing that should draw attention to her or otherwise ruin operations.

The Outside World and Previous Actions

In Nemorland, elections are set to start soon and in a surprising, or unsurprising, turn of events the New Clear Visionaries are projected to win a number of seats over the conservative National Liberty Party and the liberal United Freedom Party in area's where the New Clear Visionaries are positioned. Naturally, both of the mainstay parties have started a number of advertisement campaigns and some attempts to discredit the new upstart party, yet despite the fairly moderate leaning of the New Clear Visionaries there's a decent chance they might manage to become the largest third party in Nemorland. Other than this, following Schwarzes Holz's method, Shirohon has merged fire and medical emergency calls to a 112 number, while reorganizing 113 for police matters, including calls for possible signs of corruption. On a related note, a number of arrests in Northern Shirohon involving Section 570, more commonly nicknamed the Shinobi Section. Further, it seems a number of arrests were tipped off by a single anonymous source, and all seem related in some way to the trafficking ring that was shut down. Lastly, the museum that was being built in Kalterhafen expects to open it's doors by the end of the month, and two media campaigns about it's art and Military history section have become prominent, including bringing together a number of famous generals, admirals and aces for it's opening. Some of the more famous of the latter category being Brunhilde and Nicholas von Rheinbach, Katherein Fladenschrot, Tabbart Friedrich Fuchs, and Clauwes Mutzhas. A notable exception however to this is Irma Raedler.

While it cost an arm and a leg, everything Dr.Stealey wanted and then some has been provided, and she has moved to the city and met with her proper employers. She seems to be fairly cold and direct, and more focused on what work is desired from her in any meeting than anything else. Though even before getting orders she has already started working on...something. It's probable that she has some sort of experiment in the works for her own personal desires already, though when asked it's merely tied to the field of biology and related to her trying to further her pre existing work alongside the work of those who upstaged her some time ago. Regardless she's ready for work, and seems quite diligent. Though it is probably best to keep her in scientific work than business, as she really doesn't seem interested in the latter. We hired her to be a research director of sorts in the first place after all...

Project: Scrap Happy Auto Mechanic

Rolls: Effectiveness (5+1), Cost (3), Bugs (4)

To say Vinod is ecstatic about being in charge of the construction of the Scrap Happy Auto Mechanic is an understatement. Taking this to heart, he swiftly worked away on creating the business and the design of the garages and store, along with touching up on a number of business skills to actually do well, some of those being the kind he gained in his initial work under Feng. Still, the work on the project has gone shockingly quickly and well. There are a number of friends that Vinod knows working in the garage, and a lot of equipment and parts for any sort of vehicle is there and ready to go. Further, every day there is something planned, a single garage dedicated to special work so as to be able to disguise any sort of ride or touch up on it if there's any chases across the border. Regardless, the building is fully operational and capable of doing any and all work on a vehicle that would ever be needed. It can even fairly easily convert cars that we nick from people into perfectly legal vehicles, though this shouldn't be done to every old car to keep secrecy. It will require a few funds to operate, but it'll be able to make a profit to counteract that, and should be able to give us something extra if we work on any vehicles.

Engagement: Maybe this one?

Given recent events, Feng has naturally worked to try and ensure the security of that which she works with of late. To others it's simply likely due to the close call she had at the bank, but that is merely just a grand cover. So, when she worked to make a deal with a number of different places for priceless arts for her collection and similar, security naturally was a priority, and it came at a double edge, for with her questions and the importance of the client, a number increased security compared to before. Though even so, it meant that they had what they needed to give to the ones doing the dirty work, who themselves inspected the building for entrances and similar to make their moves. And soon after they are ready, they make their strike at night...

Engagement: 10 Master Thieves VS 15 guards
Spoiler: dry report (click to show/hide)

Unlike with the bank, having found a great entrance beforehand allowed the team to sneak in without any nasty surprises in the form of guards. Naturally, once in, the team split and utilized the guards patrols to strike fast and hard, one team already on their way to change outfits by the time the other team finished checking the backrooms for anything valuable. Of course, they did find a few things of value, however, it wasn't enough to fill everything, and there was plenty left in the Ming exhibit for them to take. Though, on the way out an alarm was raised. Luckily the few camera's that were in the building didn't watch the Ming exhibit, and the only one that did wasn't properly installed yet due to how quick the strike happened after Feng's discussions. Once they got the goods back the gallery shut down for a while while Feng was informed by someone quite nervous that some of the things she wanted were stolen. Naturally she acted in anger and annoyance, though calmed herself and apologized. Further, a few of her other deals have gone through as easily as they always do, and Feng now has quite the collection. Not including what she managed to get for free. Regardless, the news doesn't seem to be reporting on this, and the art gallery seems to be covering it up. Likely due to the fact of how easily and cleanly the robbery went off, though it's likely they won't be able to hide it for too long...

The Thieves have earned 4 crates of artifacts. One of these can be sold per turn utilizing Madame Dragon's Lucky Dry Cleaning for 5$ or influence and any variant in between that totals 5.

It is currently the Project and Research phase.

You may at this moment in time describe and start one project which you would like to work on. The full effects of a project will be known upon completion, and the price and time of a project will be known once it is started. Do note that once you start a project, you do not need to work on it in the deployment phase, though electing not to will not advance it closer to completion.

Bio-Regeneration Project

The Bio-Regeneration Project(Codenamed the FOY Project) is focused around the regrowth of telomeres and the restoration of cells within the body. The growth of stem cells, and their use in reversing age. In other words, a truly immense project worth an unimaginable amount of prestige. With this, we can sell the services for large prices, and use it to shorten the amount of time it takes to recover from injuries. Eternal youth at our fingertips. A project well suited for Doctor Stealey, to solidify her reputation in the scientific community, and her advances in DNA work.

Mountain Base "Opportunity"

While Vinod definitely carried himself more as an underling than a peer of Feng's, Dr. Stealey views herself as an equal or above. In order to satisfy the ego that comes with superior intellect, as well as provide an additional buffer between any activities Dr. Stealey takes part in and herself, Feng commissions the construction of a facility meant specifically for Dr. Stealey.

A lone dirt path in the mountains to the south of Pentrefsiapaneaidd winds its way aimlessly through the valleys. One unassuming abandoned mine, marked with signs warning of imminent danger, death, and toxic fumes, actually acts as an entryway to an underground road. This road leads to Mountain Base "Opportunity", a massive subterranean facility only accessible via this one direction and by helicopter at the secluded mountain peak landing pad. There are numerous rooms for all manner of scientific experiments outfitted with all the modern necessities of a fully operational research facility, with a focus on Biology. Medical facilities are also a focus of designing Opportunity in order to both keep any, ah, living experiments stable and alive, and to treat the wounded of C.A.L.M. without the need for outside assistance.

Dr. Stealey is to be given command of the operation and allowed to work largely at her own discretion, so long as the interests of C.A.L.M. are kept in mind and occasionally catered to. Dr. Stealey still reports to Feng, but is considered more part of an "inner circle" than an employee, lieutenant, or mook. C.A.L.M is retitled as the Council of Advanced Larcenous Methods to represent the change in structure (a circle of different cells vs a pyramid).

----

I like heists and want to branch out without tainting the groundwork we got here, so I figured a place for badass biological experiments could be used as a way to move in a direction where we have different branches of C.A.L.M that have their own thematic feel without affecting the others. This'd hopefully mean things like Stealey accidentally releasing the T-Virus would keep Feng's heisty operations unaffected. It also helps paint a picture of one of those Bond-esque evil councils, which is never a bad thing.

Alright.

Here’s “my” proposal:

<snip>

Countries United National Transportation Services

Countries United is a multinational charity whose intentions are to move humanitarian goods between Pentrefsiapaneaidd, where the business' central hub is located just outside of the city, Hamati, and Messerbeißer (currently). Countries United provides food and clothing to the needy, and has experts in the various nation's laws and localities to assist in any legal and housing matters. All donations definitely go to funding their benevolent operations.

It is also a cover for an international smuggling operation. Illegal goods are transported in the occasional shipment and brought to the appropriate markets where they can be sold or bartered for for a profit. Goods are transported by land, sea, and air in order to get where they need to be. The proper palms are also greased to ensure steady and reliable transport. These smuggling routes also double for a means of moving people around unnoticed, should that be required for some reason.
