Alright, let's get some random garbage up so we can at least vote on something.
We have 7 Dice and 43 PP to work with, with only one (1) ((uno)) project underway.
Bambino Tuono-Class Torpedo RamA masterstroke of engineering prowess and a blindingly brilliant forward thinking aspect of our admiralty for the upcoming naval doctrines this world is sure to see. A clear solution for coastal defense, countering enemy capital ships, and fending off similarly sized torpedo rams from accomplishing their own directives.
A small vessel with minimal armor designed to deliver one massive alpha strike against any vessel regardless of size or protection.
Armed with one slightly modified SM1895 Torpedo attached to the only armored part of the ship, the ramming prow. Thanks to the nature of the ramming ship enabling a 100% hit rate with the torpedo should it be armed and fired, we can remove all the excess and unnecessary guiding and steering mechanisms to shove more explosives into the payload. A double gunned 2" turret also adorns the deck for a degree of covering fire or to fend off enemy torpedo rams from their own ramming maneuvers.
The vessel is powered with our own Magna make steam turbines to get the Bambino Tuono to bare as fast as possible.
Corbiniano Ugolini Recruit Training Command of Maritime ExcellenceA state funded crew-training center (read, boot camp) named in honor of the late Corbiniano Ugolini for his duties to his men and to his nation.
Magna Mongadizafra has always had a history of naval supremacy, an in-built call to the seas as it were. With our advanced gunnery courses, our sailors have always had a way to express themselves to the enemy with a preternaturally accurate salvo of cannon fire. However, with the advancement and call for additional damage control and potentially other future training courses our ships' crews will need to perform, this natural talent must be honed and tempered with experience and training. Thus, the creation of a centralized and dedicated institution of learning the ropes for our sailors is the only logical answer. Not only will this mean we won't have to rely on picking up drunkards out of the bars who look like they know how to eat on a boat, but we can also accomplish far more with our ship crews right out the gate upon the completion of a new vessel.
Mechanically, an EXP boost that will hopefully enable our crews to have a high enough level to get full benefit from our Ballistics Classes national bonus, as well as our Modest Damage control techniques project. Without having to sack one for the other or have both be lagging behind.
If a specific location is needed for the place, Castelli de Lorenzo seems like a fine enough place I suppose.
Montagne Barrel-Material Studies(name pending, please offer others)While the guns of our vessels are mighty and reliable indeed, there is something to be said for their longevity. While not a critical flaw for now, forward thinking engineers are already concerned about the ability of our material sciences to handle the sustained fire of 12" guns and theoretically larger ones. Especially as ship designs become larger, offering for greater possibility of up-scaling our current gun diameters, or as new and exciting propellant types become available. More volatile propellants or ones that leave more residue could pose problems to our rifling far sooner than is deemed acceptable for long term operation, and the size of a gun is of little concern if the material its made of cannot handle the forces involved in firing it.
To facilitate this, a new wave of material sciences and rifling studies is conducted by the R&D team. To figure out a blend of steel that can handle the current guns we have without excessive wearing, or perhaps a particular coating or alloy of steel we could make the rifling and or barrels out of.
Additional funding will go towards testing a variety of non-standardized propellants in both existing and prototype barrels, to offer future avenues of investigation and investment for alternative propellant types. As well as making a handful of barrels and shells of larger make than our current 12" guns to see how they perform under controlled environments.

Since we don't have a ton we are working on at this very moment, and no one has proposed a new ship class, I'm just going to throw these out.
A shitpost that I'd love to see make it, mostly there to bug everyone else into making something actually valid.
An infrastructure that, while not flashy, will definitely help us out both short term and in the long haul. This is the main one I think we should really work on, more base experience is huge for not having to work up as much and getting both our crew bonuses as soon as possible.
And a general Research tech that is more for research than development. Just to grind some technological understanding, get some more information on what all we can work with IC, fix our rifling issues, and test the waters with larger sized guns. Should make future efforts at building 13"+ guns a less painful experience.
