Which equals to "---". They can learn but cannot speak. That doesn't mean they have to be unable to understand speech at all.

Does anybody know how to become an elephant man in adventure mode? I literally did all advanced world settings possible to increase chances.

From its descriptive text, the LINGUISTIC_ABILITY attribute seems to be about producing words, not understanding them. This is consistent with how the term "linguistic ability" would normally be used.

If kobolds could in some way learn to understand but not speak, it could open up interesting stories. I'd imagine it would mean they could join civs like Plump Helmet People who can't speak, unless UTTERANCES (or something else) prevents them from communicating at all. On the other hand, it's nice to have something in the game behave uniquely and not able to just become another weird citizen. Kobolds are so ineffective at what they do they have little impact on the world or gameplay, maybe they should just be worked on in that respect.

What allows a PHM to join civs without a CAN_SPEAK but kobolds not to? They both CAN_LEARN, so just UTTERANCES?

Plump Helmet man send out spores that let small fungi grow in the brains of other creatures so that they can talk telepathically. Like real mushrooms.

A fingerspelling system or sign language would be nice.

Could kobolds learn to write?

My personal preferred interpretation is that kobold brains lack linguistic circuitry, so kobolds just pretty much have aphasia. They may be perfectly intelligent but will never be able to words in any way.

Could kobolds learn to write?

Can they read or is that also affected by utterances? I've never heard of a necro-kobold so I imagine not.

Same. I'd imagine kobold utterances being more of vocalizations than a language with any kind of words or syntax, making it inherently impossible to learn or translate for anyone who doesn't just understand it innately.
