Can't designate smoothing a light aquifer

I embarked on a light aquifer, punched through, and want to smooth it out. But when I designate smoothing, nothing happens. But after I dug a few blocks to construct walls instead, suddenly I was able to designate smoothing.
On another level, I can designate smoothing just one block to the left, but not around the stairs.

The material is always conglomerate and AFAIK perfectly smoothable.

So, maybe I just don't know something very obvious... Please help!

You can't perform smoothing if there's more than 1/7 water in the tile, but I don't think it would prevent designation. It's possible to accidentally change the mode from mining to planning mode, but I don't know if that affects smoothing as well.

Anyway, you won't get more help than speculations along these lines without more information, and the best information is the save uploaded to DFFD (https://dffd.bay12games.com/category.php?id=20) and a description of where the problem is (ideally with the save centered on the location).
