Cannot put artifact on display

So this human died outside my fortress during an invasion and left an artifact speer. I'm trying to put it on display, but despite me knowing where it is, I for some reason get the message "artifact lost or destroyed" each time I try to put it on display. What's up?

I've had issues with items near the edges of the map not being accessible and causing cancellation spam from the haulers.  If you have DFHack, you can move it closer inside with autodump and then unforbid it.  This worked for my refuse hauling issues.

It will not allow me to set the thing to dump in the first place apparently.

If you play vanilla (like myself) then first check everything on that tile is unforbidden (if it's lying under a forbidden toothpick, they won't be able to handle it). Then build something on top of that tile. An up-staircase a cabinet, a table....It doesn't matter. But get something built. If it's on the very edge of the map, floor might be your only option. Then try moving the item after it has been moved because someone had to build a cabinet on top of it. Worked for me.
It's surprising how often it's because there's a forbidden item in the stack somewhere.

For some reason DF doesn't allow you to set the dump flag on artifacts manually (you can do it with DFHack, and that does work). The items start out as forbidden when the owner kicked the bucket unless you have changed the default options, so you'd have to remove the forbidden flag. I'd do it by area unforbid everything in that pile (in fact, I commonly do that over the whole [completely flat] surface after every siege once most of the body parts have been hauled away). Normally that should be enough to allow you to be ordered to be displayed (but you'll likely still have to fight the stupidity of DF using the native name of the item in one place and the English translation in the other).

You may be unlucky enough to have the trader flag set as well. If that's the case and you're strictly vanilla you're out of luck. It's possible to reset it e.g. with gui/gm-editor if you're using DFHack (very common with books, which are artifacts if they're the original).
