Coding and implementing structures?

I'd like to make a rehaul of human villages and their structures, as well as how they're organized.
How does one codes or implement structures in the game? And especially how do they fill them with specific objects?

At this point the only 'one' that can do this is ToadyOne as it is all hard-coded. And even he can't really do it since the current state of the code is too fragile to mess with. This is one of the issues that will be addressed by the legendary map rewrite.
