I can't call it 'Secret Hitler on Forums' if there's no Secret Hitler involved.
A game of politics. Will the majority Liberal government prevent the rise of Fascism in their beloved homeland, or are Fascists will succeed in making their state a totalitarian regime??
LIBERALS AND FASCISTS:
The game has 2 Player roles: Liberal and Fascist, which are assigned at start of the game.
6 Players are assigned the role of 'Liberal'; each Liberal is informed of their role via PM.
4 Players are assigned the role of 'Fascist'; all Fascists are informed of their role AND the names of their co-Fascists via PM.
TURNS AND PHASES:
Each Turn has several Phases that must occur before a new Turn begins. The very 1st Turn of the game is slightly different.
Phase 1: Government Election (approximately 24 real-time hours, OR all votes cast)
First Turn: A random Player becomes Presidential Candidate, and chooses their Chancellor Candidate.
Subsequent Turns: Next Player on the Player List becomes Presidential Candidate, and chooses their Chancellor Candidate; Chancellor Candidate CANNOT be the previous Chancellor, unless 'Term Limit Removal' Fascist Policy has been implemented.
Then, all Players vote AYE to confirm the Candidates as President and Chancellor, respectively, or NAY to prevent their rise to power. If number of NAY is HIGHER OR EQUAL than AYE, the Elections fail. The title of Presidential Candidate moves to the next Player on Player List, and Discord Level is increased by 1. Then, the Election process begins anew.
Phase 2: Presidential Power Use
The newly elected President, if he/she so desires, might now spend their Presidential Power points on any of Executive Actions. They declare they will to do so (or not) publicly, in the game thread.
Phase 3: Policy Implementation (until done)
The current President is given 3 Policy Cards, in secret (via PM), by the GM. Out of the 3 Policies, they discard 1 Policy, notifying the GM of their choice.
The current Chancellor is then given the remaining 2 Policy Cards, in secret (via PM), by the GM. They choose 1 of the Policies, notifying the GM of their choice. If 5 Fascist Policies have been implemented, they can instead call the Executive Veto. Executive Veto debate between President and Chancellor takes place publicly, in the game thread.
Once the Chancellor chooses the Policy, its Type and Name is announced by the GM publicly, in game thread, and the Policy itself is implemented.
Phase 4: Parliamentary Discussion (approximately 24 real-time hours)
A free-talk between all Players, discussing the current Turn progression, their suspicions and so on.
After the GM declares the end of Parliamentary Discussion Phase, a new Turn begins. If there's 3 or less Policies remaining in the Deck, all Policies in Discard Pile are added to the Deck and the Deck is re-shuffled.
DISCORD LEVEL:
Discord Level is the representation of the chaos and anarchy that is slowly creeping into the State politics.
It is advanced when:
A) Government Elections fail.
B) President and Chancellor both agree to Veto their Policies (5 Fascist Policies needed).
Once Discord Level reaches 3, the State is thrown into chaos, and:
1) Random Player becomes Presidential Candidate; Presidential Candidate CANNOT be the previous President, unless 'Term Limit Removal' Fascist Policy has been implemented.
2) The 'top-most' Policy in the Deck is automatically implemented.
3) Discord Level is reset to 0.
EXECUTIVE ACTIONS:
Presidential: These require the President to have certain amount of Presidential Power, which is gained by passing of Policies (+10 for Liberal, +20 for Fascist). Presidential Powers can be used after Government Election but BEFORE Policy Implementation.
80PP per Use: Political Execution
"X von Y has been found out to be an enemy of the State! Time for him to face the firing squad!"
Effect: Current President chooses a Player; that Player is eliminated.
50PP per Use: Emergency Law Repeal:
"The laws established by the previous Government are pulling our country towards chaos and anarchy! They must be repealed!"
Effect: Choose a currently active Policy; that Policy is removed from play and added to Discard pile.
40PP per Use: Special Election:
"Current government is faulty! We must establish a new one!"
Effect: Current President chooses a new Presidential Candidate; the Presidential Candidate then chooses another Player as Chancellor Candidate, and Government Election begins.
35PP per Use: Membership Investigation
"One of the politicians, X von Y, is suredly a Fascist scum/Liberal degenerate... or so you think. It is time to investigate X von Y's allegiance thoroughly!"
Effect: Current President is secretly informed by the GM about the Party Membership of the chosen Player.
25PP per Use: Bureaucratic Investigation
"The proposed laws are clearly a threat to the policy-making of the State. An investigation into true meaning of the laws' meaning will surely prove that!"
Effect: Current President is secretly informed by the GM about the next 3 Policy cards in the deck.
Chancellery: The Chancellor is the leader of the Parliament, but reports to the President. Their powers depend on how authoritarian and Fascist the state currently is.
5 Fascist Policies Enabled: Executive Veto Power
"The policy proposed by the President of the State cannot be allowed to pass!"
Effect: The President and the Chancellor discuss the Policies that Chancellor currently can implement. If both agree to Veto them, the Policies are discarded, and Discord Level is increased by 1.

Effect: Both Investigation actions cost 10 PP less.
Reinforcement of Executive Power:
Effect: All Presidential Actions cost 5 PP less.
VICTORY CONDITIONS:
Liberals win after 5th Liberal Policy has been implemented.
Fascists win after 7th Fascist Policy has been implemented, OR 6th Fascist Policy has been implemented and both the President AND the Chancellor are Fascists.
