This allows you to control the number of babies+children in your fortress.  The first number is an absolute cap on the number of babies+children.  The second is a percentage of the current number of adults in your fortress (the default is the essentially meaningless 1000% here).  The lower number is used as the cap.  The cap only prevents further pregnancies, so migrant children, multiple births and existing pregnancies from old saves can still push you over the cap.  Setting either number to zero will disallow pregnancies in the fortress.

That's what is being changed here - so you've just gotten unlucky. There's no real way to prevent migrants from bringing kids, as far as I know. That said, it's been pretty rare for me to see more than 15% of a migrant wave be kids.

It's also based on your current fortress population, not the incoming migration.  If you have nothing but adults currently, then you'll get more kids to get to the ratio.  What was your population prior to the migration wave?

16

i had the first scripted wave which consisted of: 6 adults and 3 children

i made a final test and i had a wave of: 7 adults and 4 children, which seems fair now

one final unrelated question: necrodorfs, ok, they can arrive but even in the scripted waves??

i'll have to keep them away from corpses...

Necromancer migrants are probably a bug (vampire ones are intended, though). The first two migrant waves aren't as much hard coded as a fallback: with a healthy civ the normal set of migrants are chosen, presumably using the normal rules, so it's only when out of candidates that void ones are generated to pad those waves.

i'll use them to power a danger room lol

are they immortal and don't need food or alcohol, right? (I remember they get sad for lack of alcohol though)

The setting is only used for determining if dwarves that are already in your fortress can get pregnant.
It does not affect migrant waves at all.
