You invite the Dawi to drink tea. After a cautious first taste, he swigs down the entire hot cup in one motion, nodding in approval. You smile politely over your own cup, wincing internally.
After tea, you have a meal prepared, with the dishes emphasising the use of various spices. The Dawi eats enough for two grown men, and seems quite taken by the myriad flavours.
A digestif of liquor after the meal is received enthusiastically by the Dawi, who samples the beverage with the air of a connoisseur- he gives it a middling grade, but still drinks several glasses.

Having sampled your wares, the Dawi agrees to trade a combination of tea, spices, and liquor for gemstones.
Quote
4+1-1-1=3
You compare the costs of the products given away to the estimated value of the gemstones you will be getting, and subtract the amount given to the Stone-Axe Tribe for facilitating the exchange. Unless you are very much mistaken, the profits will be the equivalent of three chests of silver per year. (Which is more than the current output of Nova Emperia's silver mine)
The Stone-Axe Tribe send a caravan to the Dawi lands every autumn, so you should receive your first load of gemstones before the winter.

The Dawi envoy departs the next day, taking some samples of your wares with him. The gemstone left behind in exchange is a deep blue sapphire- small, but expertly cut. You ponder what to do with it.

A: Just hold onto it for now.
B: Have it sent to the Emperor with the next ship out.
C: Give it to your wife.

You must also think about how you will explain the Dawi in your next report to the Emperor. You have little information about their country, and the envoy was not especially forthcoming with details, other than that it is situated deep in the mountains. You ultimately decide to describe the Dawi as-

A: Arrogant, stubborn, and greedy.
B: Powerful, confident, and wealthy.
C: Just another native tribe.
D: A mystery.

A few days later, you get word from the newly-established settlement to the east. They report minor difficulties, but have managed to set up shelters in the shadow of a large mountain. There is enough forage and game nearby to survive, and there are signs of iron ore in the vicinity- though without more colonists and supplies, it will likely be some time before they can start exploiting it.

The Bishop is not happy with their proposed name for the settlement: "Concordia". Apparently it is a reference to the heretics' beliefs. It is only a name, but you have the option of changing it.

Concordia: Their settlement, their name.
[Insert Name Here]: Let's not upset the Bishop.

((Minor QoL thing, I've added (and will include in future) "TURNTURNTURN" to every update (in color=transparent), so one can easily pull them all up with a single search.))

No need for the empire to intervene as long as we keep sending them stuff.

Are you up on your colonial history? Because I think sending them a valuable gem and saying "this came from just another native tribe" is going to be more likely to get us involved in a war, not less.

CDConcordia is in the lead. I'll leave it a little longer, though, since only one person is actually voting for that specific combination.

You give Peroc the sapphire. She seems... less impressed than you had hoped, but certainly appreciates the gesture. She has it woven into a leather necklace.

Opting not to embellish your description of the Dawi, you finish your report on the encounter. You expect another ship to arrive around the beginning of Summer, which will carry the report (and a request for more tea, spices, and liquor) to the Empire.

You keep the name Concordia, mollifying the Bishop by promising to keep an eye out for troublesome activity.

Late Spring, Colonial Year 11
It is a day like any other. You enter your office, and find a letter on your desk. This is unusual, as there is not much call for sending letters around the colony, and there hasn't been a ship from the Empire in a while. Curious, you open it.

Dear sir,
We have undeniable evidence of your corruption. If you do not send your resignation to the Emperor with the next ship, we shall make our evidence public.
Your sincerely, Concerned Citizens

...

Okay, so, first of all, you've barely been here a year. You haven't had time to engage in corruption, even if you had the inclination (which so far you have not). Do they mean giving that sapphire to your wife? That's not on the level of criminal corruption. What else could they possibly be referring to?

If they did have some evidence, real or manufactured, it could be a problem. The previous governor was removed for several reasons, his tendency to skim the wealth of the colony into his own pockets being one of the main ones. You still aren't sure why you got this job, so it's feasible that the Emperor wouldn't think twice about replacing you if there was any doubt as to your honesty.

What to do?

A: Whatever, I'm sick of this job anyway. [Resign; choose new Viceroy]
B: They're bluffing. Ignore it, move on.
C: Make the letter public. The colonists will vouch for you.
D: Find the person who sent the letter.
