I think this buys us more time before a real fight, but would make it tougher, while letting him live would have him lead raids against us as a constant thorn in our side.

As mentioned in the previous turn, the most exciting field of battle this year will be in the Arstotzkan capitol, with plenty of close-quarter fighting and siege warfare.  Arstotzka, accordingly, spent their design phase developing a high-altitude tactical bomber.

The goblins words hang in the air, and the sounds of the camp seem to still around you. He waits for you to speak, and you watch that damnable grin slowly fall away from his face. Your iron-worker moves first, seeming to read your intentions without a word between you. He slips a hammer from his belt and steps forward, cracking the head goblins skull before anyone can react. He falls with a wet thump, and one of the younger goblins shrieks. They turn to run, stumbling in panic, but the camp is upon them before they take even a dozen steps. A flurry of rocks and claws and spattered blood and that's the end of it. The goblins are no more.

Your runner vomits in the dirt, and some of the other kobolds look uneasy.
The iron-worker clasps you on the shoulder. "It was the right call. It would have been worse if you had let him go".
You consider your newfound status as a murderer while the kobolds get back to work. You'll bury the bodies deep, you think to yourself. Hopefully they won't be missed.

Murdering 3 people in the middle of your camp has caused -1 happiness . Hopefully it will be worth it.

Construction Phase:

You have 10 labor to use for this phase. Please decide how you will allocate it now.

Hmm... not too pleased, but can't be helped now.

I suggest we finish off the food storage, then build a foragers camp in slot 5 and with that last point of labour begin some kobold burrows in slot 2.

Hopefully we'll get some more slots soon and can then also do a mining camp.

It doesn't look like we'll have a last point of labour, as those are both 5 and we have 10.

Feel like we could've captured the two sidegoblins and not killed them. It wasn't their fault. Of course, they might resist and we'd have to kill them anyway, but then again they might not. They didn't seem to be super into the headgoblin's plan before.

Foragers' camps are 4 labor points not five. Also +1 to Kashyyks suggestion.

Oh, heh, I saw "-5 labour per turn" and forgot that was something different. Sorry, I'd just woken up.

Finish the food storage.
Build a  foragers camp in slot 5.
Start a kobold warrens in slot 2.

I think we need a mining camp, or metal tools from it, to expand underground, and so a burrow isn't nearly enough.

The GM says we can replace a housing building with another and not cause a lack of shelter problem so long as it's fully built in one turn. I'd rather not take that -1 to happiness unless we have to.

I'm worried that the cost, either of replacing it or claiming more surface space by event, will mean delaying the mining camp by a turn.

If we take too long to build weapons and get attacked, we'll lose more than the -1 happiness from poor housing.

If we hit four population, then paying five labour (even after the upkeep from the foragers/miners camps) still leaves us with five left over, which seems affordable to me.
