The new people means extra labor, which means we should have 10 available.

We don't get to work this turn. We'll have 2 food next turn, which we can get 20 labor out of before we lose from starvation. Next turn we can spend 5 on the forager's and 5 on the storage. Two turns from now we spend 5 on foraging, and have 5 discretionary labor.
The storage can be built either turn. Technically we can delay it further, for 10 discretionary labor to trade with, but that wastes half a turn of food gathering.

I am hoping that we can build the mining camp before another population arrives and forces us to build the warrens. I'm not sure that's possible, but 1-2 turns of -happiness and spending extra food to satisfy them shouldn't be too bad. We'll probably need the mining camp for making a deal with the goblins.
