Pop Cap and Residency

If a fort is over its population cap, does that prevent visitors from applying for residency or citizenship?

I believe petitions fall under Strict Pop Cap. So if you're over pop cap, but not strict pop cap, you'll still get petitions.

The regular pop cap does not prevent petitions according to my experience. Thus, I believe delphonso is correct.
