Remember multi-headed monsters are really common in mythology and fantasy, even those with more than two heads. There’s no point in creating a system that still only supports even or one-headed creatures, as that way we miss out on all the three-headed cerberuses, chimeras, and hydras with seven (quarreling) heads.
