I wouldn't really say that "target(s)" is apt, as it implies that this was the highlight or purpose of the event in question. However, some members of the government of at least one nation definitely died in the process.

It's hard for me to square that concept with having just said that it's a time period, which is intrinsically global. I'm going to go with no, the entire world definitely existed at the time, at least as far as anyone knows, barring some kind of Cartesian trickery.

an example of this would be the Classical or Renaissance periods, which though other parts of the world did exist at the time, were not well divided by those time periods. for example there was no Renaissance in North America. (classical period is focused on greece, dark ages is again euorpe-focused, and so on. different parts of the world had different periods at the same time as each other until the last couple centuries.)

Hm, well, I suppose as written in the spoiler it's definitely a peri-European concept, sure. Eg, China would have been calling it something totally different.
