Vote for it and an Airship and I'd vote for it in a heartbeat.

We don't have any guns to attach to it.  And it doesnt seem like anyone is interested in artillery this turn, either.

We could make a steam core powering a 12-gun rotary battery.

It would help if we knew anything about steam cores.

Afaik they're of unknown size, shape, and power, but very rare.

Or we could just not use a steam core for artillery? Using a steam core to push something out of a tube fast is a waste of a core.

So we're not even considering the Walter-Wallace Walker, then? I was actually quite proud of that design. :(

The alliteration is amusing but a mech right now seems like it's damaging the possibility of armored train duels. It also seems like it might force both sides to work with mechs as heavy units when I, at least, and presumably others, would much prefer to do other things. Mostly armored trains but also other non-mech vehicles.

As much as I want to make a Train Race, airships and making cavalry great again (MCGA) are balls I'd rather get rolling first.

Vinci Attack craft.

This is a flying machine, unique in its kind and without matches in the world, thanks to the power of STEAM.
It is a craft big enough for a 3 people crew, one running the engine, one piloting and another manning the guns. It is lightly armoured and equipped with a pair of pintle mounted and independently operated finger traps in front. In addition, it can carry a few small explosive shells to drop on enemies. Its mechanism of lift is a large steam powered helical propeller (for reference: da vinci helicopter). For shorter range and light payload operations, it can be powered by an ordinary boiler. For large payloads and very long ranges, it can instead come equipped with a steam core, ensuring the best performance.
This is meant to be a lightly armoured fast craft for attacking the enemy from above, strafing with the guns or dropping explosives. It is also, if needed, able to hover in place although due to the large propeller it is unadvised to loiter too long when in range of enemy guns.

It would help if we knew anything about steam cores.

What do you mean very rare? This is the Empire! Our advanced infrastructure, talent, and knowledge will always be able to manufacture countless steam cores.

The steam core itself isn't too big -- it'd be able to be held (with some effort) by one person and is very roughly half a meter in length, with a shape vaguely similar to a cylinder with, I want to say, about 15 centimeters in diameter? Don't worry too much about the exacts. Importantly, while the core unit isn't that big in the grand scheme of things it's very scalable to larger forms that are effectively a bigger steam core running off of an actual one. Scaling it up like this generally won't require extra resources barring special circumstances.
As for power, it's vague on purpose to give you guys freedom on what to do with it. It's super advanced machinery that can generate and optionally utilize large amounts of power(/steam/hydraulics/pneumatics/whatever). It's the applied phlebotinum of the setting.

EDIT: Also, as a note regarding the WWSPW, explicit consideration for future weapons -- like mounts -- can allow valid weapons to be instantly, for free, mounted when the weapons are created or when deciding platoon/design deployment. As long as the technology of the weapons doesn't surpass that of the mounts beyond what's reasonable. This applies for similar non-weapon situations too.

You should really look to the wilderness for your stealth ideas, it has been doing it much longer than you have after all. Take squids for example, that ink trick works pretty well, and in water too! So you just sneak into the dam upsteam, dump several megatons of distressed squid into it, then break the dam. Boom, you suddenly have enough water-proof stealth for a whole city!
