Here is my incomplete application. Many many many things have not been sufficiently explained yet by the GM so these have not yet been done. I am assuming that a race can a balance of positive 1 trait point because the GM created race has 4 points of advantages and 3 points of disadvantages. Let me know if I did anything wrong.

Grn 3, 1: Supernerd arrives and creates the Lilliputs.

Grn 3, 1: The Lilliputs form the Lilliput Union. The state religion is Nerdism.

Grn 3, 1: The Blue Dragons of the Gulisa Empire finish Basic Medical Science.

Grn 3, 1: The Blue Dragons of the Gulisa Empire start researching Basic Agriculture

Grn 3, 1: The The Scaled Flock has come into being due to the wishes of Naturegirl1999.

Grn 3, 1: (IC as NPC Lilliput) Jameela stared at the rift. It flickered, a small hand reached out, then went back in. Then the rift closed abruptly with a popping noise. Strange. She had to tell the council about this. Lilliput Union has seen the first sign.

Oh and yes. I do have Stellaris on my "games computer" (ie: the one with all my PC games on it, not the laptop I use for posting on forums)

It's already in the info post.
Also, Heroes have a chance to spawn now! Heroes are special mortals that are unique but do not rule a civ. These mortals can be influenced by gods in any way. One hero will spawn the next day in this event chain. Yes, event chain. I have a list of random events on my computer, and the "Whispers of another Plane" chain has started. It is in the timeline.

So, would it be possible to, for example, speed up plant growth near the Scaled Flock Territory? Or what examples of influence are allowed?

You could spend one power to do that, or create a unique item only usable by them. You could also create terrain only accessable by them.

Available terrain types are
Badlands(Hot, Dry):Bone, Grain, Meat, Leather, Stone
Sand Desert(Hot, Dry): Bone, Meat, Leather, Sand
Rocky Wastes(Hot, Dry): Bone, Meat, Leather, Stone
Boreal Forest(Cold, Dry:Bone, Wood, Leather, Venom, Meat, Fruit
Tropical Fores(Hot, Humid)t:Bone, Wood, Leather, Venom, Meat, Fruit
Swamp(Cold, Humid):Bone, Wood, Leather, Venom, Meat, Fruit

Seemed confusing to me at first, but looking at it now I guess I'll give this a shot.

Qa'locs

A species of green-skinned humanoids with orange eyes that are composed of regular flesh-based bio-matter, but various parts of their body are naturally melded with igneous rock- making them a sort of bio-rock people. The average height for a Qa'loc is 5'9 to 6'3.

Advantages
Strong
Robust
Rocky Epidermis (are custom traits allowed?)
Long Lifespan
Industrious

Disadvantages
Greedy

The game rules are neglecting to mention a lot of things, but I think that you would require more negative traits to balance out the positive ones. I think that races need to have a total of positive 1 trait points if the GM's initial creation is an indicator.

I can't speak for the validity of custom traits, but I think the non-custom "Hardened Scales" trait would be more or less the same as what "Rocky Epidermis" is attempting to accomplish.

The Qa'locs aren't reptilian though, so scales wouldn't make sense. Also I believe the traits I have match up- three of the canon traits I put in beside the custom one I came with all amount to 1 point each. Industrious costs two points, but that little overhead is negated by the Greedy trait I put in for the Qa'locs. So barring the one custom trait, the advantages the Qa'loc have only a 4 point expenditure (up to the "God" cost of creating a race to begin with in the OP post apparently) and is evened out by Greedy.

EDIT: Also it was never specified the limit of advantages a certain species can have all at once or if the points actually mean anything.

While it is true that many of the game's mechanics are either poorly explained or not explained at all, so a GM ruling will be required. However, I will point out that there is a precedence in points actually meaning anything.

Note on this new race, Naturegirl1999: You appear to have -11 points. Either remove some good traits or add some bad ones.

You can also see that the example races in the second post have a net sum of +1 trait points. You might be able to start playing slightly sooner if you take this into consideration.

You get 1 extra point per week.

No, actually to create this race you'll need 9 god power because 4 points is the minimum not the default.

Each race gets one free point. You can get extra points without taking disadvantages for the rate of 1 point = 1 extra god power expended on top of the base 4.  Also you have to spend points on a  race's advantages.
