Temple complex, but no priest?

I got the petition to build the big temple, which is fully funded for a "complex", but no option for priest. Is this normal? I have 10 performers assigned to the temple.

I had the same happening for me. I was puzzled until I realized all the worshipers were actually only residents (in my case they were all performers [and possibly a scholar], so they petitioned a second time later, but that won't happen if they're all mercs). Once the first of them petitioned I was able to assign that bugger as a priest.
